AGENDA TITLE: Approve the Proposed Expenditure Program for Lodi's Share of the 2011 Edward
Byrne Memorial Justice Assistance Grant (JAG)

RECOMMENDED ACTION: Approve the proposed expenditure program for Lodi's share of the
2011 Edward Byrne Memorial Justice Assistance Grant (JAG).
BACKGROUND INFORMATION: The Edward Byrne Memorial Justice Assistance Grant Program
provides funding for states and local governments to support a
broad range of activities to prevent and control crime and to improve
the criminal justice system. The JAG 2011 replaces the Byrne
Formula and Local Law Enforcement Block Grant (LLEBG)
programs with a single funding mechanism that simplifies the
administration process for grantees.
JAG funds are allocated based on a community's population and crime statistics, in combination with a
minimum allocation to ensure that each state and territory receives an appropriate share. Lodi is eligible
in 201 1 to receive $22,655 in JAG grant funding. The grant application and requirementswere met prior
to the July 14, 2011 deadline. The grant process requires the City Council to authorize the acceptance of
funds and approve the proposed expenditures for the City of Lodi.
It is proposed that the funding be used to support technology and equipment:
• Licensing for wireless connectivity for mobile computers $14,000
• Computer equipment replacement and upgrades $ 8,655
FISCAL IMPACT: This is one-time revenue. Without the grant, the proposed expenditures otherwise
would come from the General Fund.

RESOLUTION NO. 2011-119
A RESOLUTION OF THE LODI CITY COUNCILACCEPTING THE
201 1 EDWARD BYRNE MEMORIAL JUSTICE ASSISTANCE GRANT;
AUTHORIZINGTHE CITY MANAGERTO EXECUTE AGREEMENT
AND ALL NECESSARY FORMS WITH THE DEPARTMENT OF JUSTICE,
AND FURTHER APPROPRIATING FUNDS

WHEREAS, the Lodi Police Department submitted a proposal for the 2011
Edward Byrne Memorial Assistance Grant through the Bureau of Justice Assistance for
support technology program activities; and
WHEREAS, the activities include replacement of computer hardware, Mobile
Data Computers and equipment replacement and upgrades, licensing expenses, and the
monthlywireless connectivity fees for mobile computers for police vehicles; and
WHEREAS, the Lodi Police Department was awarded the grant by the
Department of Justice, Office of Justice Programs, Bureau of Justice Assistance in the
amount of $22,655.00.
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby
accept the grant funds in the amount of $22,655.00 from the Department of Justice,
Office of Justice Programs, Bureau of Justice Assistance to support technology program
activities as outlined above; and
BE IT FURTHER RESOLVED that the City Manager is hereby authorized to
execute the Agreement and any necessary forms with the Department of Justice for the
acceptance of this grant; and
FURTHER RESOLVED that funds be appropriated for the activities referenced
above.
