AGENDA TITLE: Adopt Resolution Awarding Purchase Order for Repair, Installation, and Performance
Certification Testing of the Fire Suppression Pump on Unit 2052 Quint Truck to Hi -Tech
EVS, Inc., of Oakdale, California (Not to Exceed $25,000)

RECOMMENDED ACTION: Adopt a resolution awarding a purchase order for the repair, installation,
and performance certification testing of the fire suppression pump on Unit
2052 Quint Truck to Hi -Tech EVS, Inc., of Oakdale, California, not to
exceed $25,000.
BACKGROUND INFORMATION: Unit 2052 is a 1989 Quint Truck that has served the City for over 22 years.
This truck is the back-up unit and is placed into operation when service or
repairs are needed on Truck 2051. Due to normal wear and tear, the fire
suppression pump on this unit is inoperable and has been diagnosed as
needing a complete rebuild. Considering the age of this truck, staff considered alternative options and this option,
which is a sole source purchase order, is deemed to be the most financially responsible and operationally
acceptable.
A new replacement truck will cost approximately $750,000 and a used truck with an acceptable service life and
necessary capabilities will be at least $200,000. The Fire Department's Fleet Replacement Plan calls for the
replacement of Truck 2051 in FY 2013/14, at which time Truck 2052 will be removed from its reserve apparatus
status and salvaged.
FISCAL IMPACT: Up to $25,000 from Fire Department budget that will reduce available funding for other
emergency operation needs. Most cost-effective method to keep Truck 2052 available for
fire -suppression operations for at least two more years. Fire Department has funds in FY
2011/12 Emergency Operations Account 102012.7333 to cover the cost of this repair.

A RESOLUTION OF THE LODI CITY COUNCIL
APPROVING THE PURCHASE ORDER FOR THE REPAIR,
INSTALLATION, AND PERFORMANCE CERTIFICATION
TESTING OF THE FIRE SUPPRESSION PUMP ON
UNIT 2052 QUINT TRUCK

WHEREAS, it is the responsibility of the Fire Chief to ensure the readiness of the
Fire Department to respond to emergencies within the City; and
WHEREAS, Reserve Truck Unit #2052 has been determined to need a major
suppression pump overhaul; and
WHEREAS, Hi -Tech EVS, Inc., is capable to perform the repair, installation, and
complete the performance certification testing of the fire suppression pump at a
reasonable cost.
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby
approve the Purchase Order with Hi -Tech EVS, Inc. for the repair, installation, and
performance certification testing of the fire suppression pump on Unit 2052 Quint Truck
in an amount not to exceed $25,000.
