SUBJECT: CONSIDER APPROVAL OF THE SAN JOAQUIN CGUNTY SALES TAX EXPENDITURE PLAN

RECOMMENDED ACTION: That the City Council continue its review of the San
Joaquin County Sales Tax Expenditure Plan and take
action as deemed appropriate.
BACKGROUND INFORMATION: The governmental agencies within San Joaquin County
are proposing a sales tax ballot measure for the
general election in November of this year. It is
proposed that the ballot measure will involve a one-half cent increase in the
sales tax which would raise approximately $400 million in San Joaquin County
over a 20 -year period. The expenditure plan was distributed to the City Council
with the Council agsnda packet for the regular meeting of June 20, 1990. The
City has been advised that a slightly revised plan has been prepared and copies
of this amended plan will be distributed to the City Council as soon as they are
received. The plan presents how the money would be allocated and the major
projects that are proposed for construction or that are eligible if the sales
tax measure passes.
A representative of the San Joaquin County Council of Governments (COG) staff
will be making a brief presentation of the plan at Wednesday night's meeting.
The COG representative, together with the Public Works Department staff, will
answer any questions Councilmembers may have concerning the plan and the
projects that are included.

Improvement Plan
Attached is the San Joaquin County Local Transportation/Air
Quality Improvement Plan. This document has been created at the
direction of the San Joaquin County Council of Governments. The
plan will:
• Build passenger rail service in San Joaquin County to
improve air quality.
• Repair local roads and streets.
• Reduce congestion on area streets and highways.
• Build overpasses or underpasses at railroad crossings.
Mandate local developer fees.
• Create a regional growth management program.
This twenty year plan will be taken to voters in November. To
maximize this County's share of state and federal funds as well
as local developer fees, voters will decide whether to join 17 of
California's counties in using the sales tax for transportation
purposes.
This plan must first be approved by the Stockton City Council
plus three other city councils in San Joaquin County. It must
then be approved by two-thirds of the membership of the San
Joaquin Local Transportation Authority (the COG).
A survey of San Joaquin County citizens conducted by the
Associated Chambers of Commerce was used as the blueprint for the
Plan. The Plan was then prepared by the Expenditure Plan Advisory
Group representing the professional staff of the cities, the
County, Caltrans, and SMTD.
The COG Board is looking €or comments on the San Joaquin County
Local Transportation/Air Quality Improvement Plan. Please

The following changes have been made from the Plan that went
before the City Councils and the Board of Supervisors during the
weeks of June 18 and 25:
Page 7, third bullet, third paragraph: Have added 'Any
adjustment in the allocation formula will not lower the minimum
base allocation."
Page 11, Airport Way: Limits have been changed from Lathrop Road
to Route 120, to Yosemite Ave. to Route 120.
Page 13, Eleventh St.: Project has been changed from partially
to fully sales tax funded.
Page 19, first paragraph: Clarified wording which is in bold
lettering.
Page 19, first bullet: Level of Service standard from E to D.
