RECOMMENDED ACTION: That the City Council adopt Resolution ' No 90-108,
approving the formation and membership of the
Integrated Waste Management Plan Task Force to assist
local governments in preparing and implementing the Integrated Waste Management
Plan.
BACKGROUND INFORMATION: Attached (Exhibit A) i s a copy of a letter to the
City Manager from the County of San Joaquin's Solid
waste Manager which explains the requirement that the
task force composition be approvedby a majority of the cities representing a
majority of the population in the County. The composition of the task force is
set forth in the appropriate resolution, a copy of which i s also attached
(Exhibit B). Mayor Pro Tempore Hinchman is the City of Lodi's representative.

SUBJECT: LOCAL TASK FORCE FOR INTERGRATED WASTE MANAGEMENT PLAN
Dear Mr. Peterson:
The Integrated Waste Management Act of 1989 (ACT) requires that
the county convene a Local Task Force to assist in coordinating
the development of city and county source reduction and recycling
elements required by the legislation.
The Local Task Force for San Joaquin County was convened in
February of 1990 and has met regularly as needed since that date.
The cities each appointed one of their council members to serve
on the task force and the County Board of Supervisors appointed
one of its members to the task force and approved the task force
by board order.
The legislation requires that the task force membership also be
approved by a majority of the cities representing a majority of
the population in the county. Therefore, we request that by
July 31, 1990 your City Council adopt a resolution that approves
the formation and membership of the Local Task Force.
Attached, for your information, is a sample resolution that would
meet the requirement of the ALT. After adoption of a resolution,
please send it to me for processing to the Integrated Waste
Management Board.

PREPARING AND IMPLEMENTING THE INTEGRATED WASTE MANAGEMENT PLAN
V4EFEA$, the California Integrated Waste Management_ Act of 1989
(ACT) calls for city and county Integrated Waste Management planning;
and
WHEREAS, Section 40950 of the Public Resources Code requires that
each county shall convene a Local Task force to assist local
governments in preparing and implementing' the. Source Reduction and
Recycling Elements and the County Siting Element which together form
the Countywide Integrated Waste Management Plan; and
';WHEREAS, a Local Task Force was convened in San Joaquin County in
February of 1990 with the following representative from each city
council in the County and from the County Board of Supervisors:

WHEREAS, the ACT requires that the county and a majority of the
cities within the County which contain a majority of thepopulation
within the County, formally approve the formation and membership of the
Local Task Force;
NOW, THEREFORE, pursuant to Section 40950(b) of the Public
Resources Code, BE IT RESOLVED that the Lodi City Council does hereby
formally approve the formation and membership of the Integrated Waste
Management Plan Task Force of San Joaquin County.
