AGENDA TITLE: Adopt Resolution Authorizing City Manager to Purchase Traffic Signal Standards
and Mast Arms for State Route 99/Harney Lane Interim Interchange Improvements
($45,500) and Appropriating Funds ($50,000)

RECOMMENDED ACTION: Adopt a resolution authorizing the City Managerto purchase traffic
signal standards and mast arms for State Route 99/Harney Lane Interim
Interchange Improvements ($45,500) and appropriating funds
($50,000).
BACKGROUND INFORMATION: The City of Lodi has taken the lead agency role for this project that
is requiredto be completed priorto the opening of the Reynolds
Ranch retail and commercial center. The interim improvements
required at the State Route 99/Harney Lane interchange include
traffic signals at the ramp intersections on Harney Lane, ramp reconfiguration, and turn lane additions.
Design of the improvements has been prepared by Mark Thomas and Company under contract with the
RPM Company. The estimated project cost is approximately $1. 1 million.
Timely improvementsto the interchange are importantto the retail and commercial tenants at the
Reynolds Ranch site and the City. Existingtraffic volumes at the interchangewarrant these improvements
without the retail and commercial development. To complete the improvements priorto the Costco
Warehouse opening, it is prudentto purchase the traffic signal standards and mast arms at this time in
anticipation of delivery in three to four months.
City staff recommends purchasing the traffic signal standards and mast arms outside the standard bidding
process, based on Lodi Municipal Code Section 3.20.070, Section 5. As indicated in Section 5, if City Council
determines the purchase or method of purchase is in the best interests of the City, the standard bidding
process for the purchase of equipment shall be dispensed. In this specific case, it is important not to delay the
completion of the improvements that must be completed priorto the Costco Warehouse opening. The Public
Works Departmentshall obtain three competitive quotes using the informal bid process and include this
information at the time of project award. Following the standard bidding process would result in a completion
delay of 10 to 16 weeks.
Funding for the traffic signal standards and mast arms will come from the Regional Transportation Impact
Fee Fund. Improvementsto the State Route 99/Harney Lane interchange are a part of that program.

A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING
CITY MANAGER TO PURCHASE TRAFFIC SIGNAL STANDARDS AND MAST
ARMS FOR STATE ROUTE 99/HARNEY LANE INTERIM INTERCHANGE
IMPROVEMENTSAND FURTHER APPROPRIATING FUNDS
WHEREAS, the City of Lodi has taken the lead agency role for the State Route 99/Harney
Lane project that is required to be completed prior to the opening of the Reynolds Ranch retail and
commercial center; and
WHEREAS, the interim improvements required at the State Route 99/Harney Lane
interchange include traffic signals at the ramp intersections on Harney Lane, ramp reconfiguration,
and turn lane additions; and
WHEREAS, design of the improvements has been prepared by Mark Thomas and Company
under contract with the RPM Company; and
WHEREAS, timely improvements to the interchange are important to the retail and
commercial tenants at the Reynolds Ranch site and the City; and
WHEREAS, existing traffic volumes at the interchange warrant these improvements without
the retail and commercial development; and
WHEREAS, City staff recommends pre -purchasing the traffic signals outside the standard
bidding process, based on Lodi Municipal Code Section 3.20.070, Section 5. As indicated in Section
5, if City Council determines the purchase or method of purchase is in the best interest of the city,
the standard bidding process for the purchase of equipment shall be dispensed; and
WHEREAS, to complete the improvements prior to the Costco Warehouse opening, it is
prudent to purchase the traffic signal standards and mast arms at this time in anticipation of delivery
in three to four months Following the standard bidding process would result in a completion delay of
10 to 16 weeks.
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby authorize
the City Manager to purchase traffic signal standards and mast arms for the State Route 99/Harney
Lane interim interchange improvements; and
BE IT FURTHER RESOLVED that funds in the amount of $50,000 be appropriated from
Regional Transportation Impact Fees for this purchase.
