HomeMy WebLinkAboutAgenda Report - July 7, 2010 D-03AGENDA ITEM rJ403 CITY OF LODI COUNCIL COMMUNICATION AGENDA TITLE: Adopt Resolution Authorizing Annual Purchase of Materials and Services Needed to Maintain the Trojan Ultra Violet (UV) Disinfection System at White Slough Water Pollution Control Facility from DC Frost Associates, Inc., of Walnut Creek ($230,325) MEETING DATE: PREPARED BY: July 7, 2010 Public Works Director RECOMMENDED ACTION: Adopt a resolution authorizing the annual purchase of materials and services needed to maintain the Trojan ultra violet (UV) disinfection system at White Slough Water Pollution Control Facility from DC Frost Associates, Inc., of Walnut Creek, in the arnount of $230,325. BACKGROUND INFORMATION: The Trojan UV System at the White Slough Water Pollution Control Facilitywent online in January 2005. The UV system requires regular maintenance to keep it properly operating. DC Frost Associates is the local representative for Trojan Technologies, the sole -source supplier for the UV equipment. The attached list of materials and services is an estimate of parts needed for annual maintenance. Also included on the list is the cost to provide quarterly service from a Trojan -certified technician. The materials and service are essential to maintain optimal operation, which ensures the City against equipment malfunctions that could result in regulatory fines. The UV maintenance contract cost for FY 2010/11 is reduced by $77,855 because the wiper assemblies, end caps, and UVT meter were completed in FY 2009/10 and will not need replacementfor several years. FISCAL IMPACT: This purchase reduces the risk of failures to the UV system and the liability of fines that would be imposed by the State Water Resources Control Board. FUNDING AVAILABLE: The money for this purchase, $230,325 (including tax and estimated freight), will be coming from the 2010/11 White Slough Operating Fund (170403). RESOLUTION NO. 2010-101 A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING ANNUAL PURCHASE OF MATERIALS AND SERVICES NEEDED TO MAINTAIN THE TROJAN ULTRAVIOLET DISINFECTION SYSTEM AT WHITE SLOUGH WATER POLLUTION CONTROL FACILITY TT i i i �i i i • • i� i i� i i� i �� i • i i � ��� � � �� � � � � � � ��y �� ��-.WY.111TTTTTTTTrr��� WHEREAS, the ultraviolet (UV) system at the White Slough Water Pollution Control Facilitywent online in January 2005 and requires regular maintenanceto keep it operating properly; and WHEREAS, DC Frost Associates, Inc. is the local representative for Trojan Technologies, the sole -source supplierfor the UV equipment; and WHEREAS, staff recommends authorizing the purchase of materials and services needed for annual maintenance, including quarterly service from a certified technician, from DC Frost Associates, Inc., of Walnut Creek, California, to maintain optimal operation and to ensure against fines imposed by the State Water Resources Control Board for equipment malfunction; and WHEREAS, the estimated cost of the purchase, based on past usage, is $230,325, including tax and freight. NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby authorize the annual purchase of materials and services needed to maintain the UV disinfection system at the White Slough Water Pollution Control Facility from DC Frost Associates, Inc., of Walnut Creek, California, in the estimated amount of $230,325.
