COUNCIL COMMUNICATION
AGENDA TITLE: Consider the Bridgehaven Reorganization, including annexation to
the City of Lodi and detachment from certain districts as approved
by the Local Agency Formation Commission (located on the west side
of Woodhaven Lane, south of the W.I.D. Canal)

RECOMMENDED ACTION: that the City Council consider completion of the
Bridgehaven Reorganization including annexation to the
City of Lodi and detachment from certain districts as
approved by the Local Agency Formation Commission (located on the west side of
Woodhaven Lane, south of the W.I.D. Canal).
BACKGROUND NFORMTION: At the City Council wetting of March 4, 1992 the Council
took the following actions concerning the area
encompassing the Bridgehaven Reorganization: (1) amended
the Land Use Element of the Lodi General Plsn by redcsigrating the 6.71 acre parcel
from P -R, Planned Residential to MOR, Medium Density Residential; and (2) prezoned
the 6.71 acre parcel to P-0(28) Planned Development District Na 28. Tye Planned
Development zoning provides for 50 single-family units on less than standard size
lots. The proposal i s similar to three protects on Century Boulevard between
Chickadee Lane and Cherokee Lane and appears fo meet the 'less than market rate
requirement" of the Growth Management Program.
At its meeting of April1, 1992 the City Council adopted the Resolution initiating
the annexation/reorganization proceedings for the Bridgehaven Reorganization.

Section 1. RESOLVED, BY THE CITY COUNCIL OF THB CITY OF LODI that it
determines
a) Preliminarypproceeding. for the annexation of certain
described territory to the City of Lodi and detachment from the
Woodbridge Fire District, the Woodbridge Water Users Conservation
District, and the SJC Resource Conservation District were
initiated by the filing of the City of LodiIsResolution No.
92-52 with the Local Agency Formation Commission in the County of
San Joaquin, proposing annexation of approximately 6.71 acres of
property located on the west side of Woodhaven Lane, south of the
Woodbridge Irrigation District Canal, pursuant to the requirements
of the Local Government Reorganization Act.
b) Thereafter, appropriate proceedings were conducted by said
Local Agency Formation Commission, and said Commission on May 29,
1992 adapted Resolution 858 approving the proposed annexation,
subject to the terms and conditions set forth within the subject
resolution.
c) Resolution No. 858 of the Local Agency Formation Commission
approving the proposed annexation also authorized the City of
Lodi to complete proceedings for uninhabited reorganization
without notice and hearing as the designated conducting agency in
accordance with Section 57002(c) cf the Governwant Coda.

Section 2. BE IT FURTHER RESOLVED, BY THE LODI CITY COUNCIL:
a) That the proposal for annexation is ORDERED in accordance
with Section 57002(c) of the Government Code of the State
of California, to wit:
1. Bridgehaven (contiguous) annexation to the City of
Lodi.
2. Detachment of Bridgehaven from the Woodbridge Fire
District, the Woodbridge Water Users Conservation
District, and the SJC Resource Conservation
District. }

3. A description of said territory is attached hereto
(Exhibit A) and made a part hereof, as though set.
out in full.
Section 3. BE IT FURTHER RESOLVED, that the City of Lodi does not
succeed to the Williamson Act contract.

adopted Resolution No. 92-103 ordering the Bridgehaven Reorganization
(LAFC 6-92) including annexation to tree City of Lodi and detachment
from the Woodbridge Fire District, the Woodbridge Water Users
Conservation District and the SJC Resource Conservation District.
Dana Landscape and Design issued and filed herewith, pursuant to your
June 2, 1992 letter, a check in the amount of $160.00 payable to the
State Board of Squalization covering the filing fee.
Also, enclosed herewith please find six certified copies of the
heretofore mentioned Resclution No. 92.103.

92072111. The jurisdictional change is complete and effective as of the
date of recording.
Said reorganization and detachment was ordered by Resolution No. 92-103 of
the Lodi City Council adopted June 17, 1992. A certified copy of said
Resolution and the map delineating the boundaries of the subject area are
enclosed.

the city and county are using different
block numbering systems for the same area,
they should be provided with both. Advise
principal uses in the area, and vhat
businesses exist now, giving names and
addresees. Do not run back to back, mark
"undeveloped" if street numbers are not in.
