This letter is to follow up my letters concerning the issue sent to the City Council
and Mayor on April 29, hay 5 and May 8, 19.91 •
I am deeply concerned about the obvious protection and condoning of City Police's
policy Mayor James Pinkerton demonstrated in proela&ming and praising Police performance
when I appeared at City Council meeting to complaint about Police's failure to do their
duty, and eompird.ey in the criminal operation to protect the local corrupt network,
crimes and criminals.
I am enclosing Two Police reports, ObB Police Citation and ONE Court Notice to
chew you haw law has been violated, facts distorted, lies used to paint a false pjcture
of a victim of law enforcers abusing their autbority, violating
law and ethics code. When the report by Lodi Police on the issue is available, I
would like to make some comments, too.
Protecting crimes and criminals in the City system not only is a felony crime but
also damages the system as cordoned crimes and criminals keep growing like in Stockton
City.
I look forward to seeing a thorough investigation into these problems and appropriate

FA `r: Yq driving license was Wrongfully seized by Lodi Y/Cffieer Steve Carillo on
4/19/52 after he refused to bke my crime report, help me get to the hospital for
treatment of severe injuries the criminals inflicted ne at Lyon's restaurant parking
lot, ordered me to get out of the city immediately, threatened to arrest and put eye
in Jail. No crime. ho report. Commander Lt. Lavid J Fain Issued no report and
case number when I came to the Police Department to report on the asstult and Crfieer
Curillo 's law violation and failure to do his duty.the next day. When contacting Ass.
City hanager and City Fsanager for intervention, I was treated with tbdifference,
threatened and forced out of the City Hall by Lt. Fain and Cffieer RItterfikid who
raze on Ass. City Yxanggar Jerry CLenn's request. No assistance of any type.

"Woman disrupts council meeting" being INS headline and "Her speeches are disruptive...
and they go beyond the 5 minute time limit given to the public during meetings"
reportedly said by r,ayor Jim Pinkerton.
FACT: payor Jim Pinkerton interrupted me unlawful?y, intentionally, disrupted the
meeting procedure, violated both Municipal Code and Federal law.
a) I only spoke when it was may turn to speak at the podium with the approval of the
payor, dis7, ting nobody, nothing.
b) host of ny 0 minute allotment decided by set up rule was taken away by the ha.yor's
intentional disruption, repeated interruptions to prevent rre from revealing the
inhuman law -violating treatment 3 have undergone in this city since 4/29/52.
c) I spoke on a non -agenda issue, complying with the rule governing the Public Comment
Session. These is no law forbidding citizens to speak anxIM more than once on
she sum issue. The Council itself has brought up the same Issues for discussion,
when they still needed a solution.
d) The Y, yor has practiced discrimination, using arbitrary policy when conducting
City council "etings, treating citizens addressing the Council. For example,
he let two White residents speak for 20 minutes and more in the 6/17/92 Council
meeting. He alwitys cut � short rudely when saying my 5 AinAtes were over,
although he knew he had taken away most of my 5 minutes with his repeated disruptions
boisterous interruptions.

"Personal attack", "boisterous behaviour", "boisterous attack on the city".
which have distorted facts, painted a false picture of the victim, aroused numerous
questions concerning the integrity and respectability of Lodi City authorities.

By placing this issue on the 7/1/564 Council Agenda, Lodi City Council complies with
the rule of la,irness, upholds integrity and respectability of City authorities who
demonstrate -,e willingness to let the public know the truth of the issue having a
public nature and the publid have the right to know.
the City council is also advised to file a complaint with the Superior Court if
it truly thinks ray bpeaking at Council meetinge, violates a certain law or r9gi4ation,
With taxmoney and attorney available, the City Councilftayor can certainly afford filing
a lawsuit and have the matter publicly discussed in `'ourt trials, which is what I earft.

He held up a print out when saying so but refused to give me a cop;
