BACKGROUND INFORMATION: Trees are a benefit to the urban environment. Healthy trees reduce air and noise pollution, provide energy-saving shade and cooling, furnish habitatfor wildlife, and provide an important aesthetic value to the landscape. As a result, the City removes trees only when it is in the best interest of the public's safety or expense. The removal and replacement of 39 Raywood Ash trees is a necessary maintenance activity as the trees have caused extensive damage to the adjacent concrete and paved surfaces on Lower Sacramento Road and the adjacent frontage road. The root system of these trees, which were planted in 1988, is extremely invasive and has already necessitated the installation of a new sewer line on the adjacent frontage road at a cost of approximately $100,000. Repairing the current damage to the rubberized pavement on Lower Sacramento Road could exceed $300,000 if removal and replacementof the existing asphalt is required. Because of the species' invasive nature, the RaywoodAsh is no longer an approved species for City planting. West Coast Arborists, Inc., has an existing contract with the City, and tree removal was an optional bid item on the contract. All 39 trees will be replaced in conjunctionwith the removal. Staff recommends replacing the removed trees with Goldenrain and Catawba Crape Myrtle trees, both City -approved species that are more suitablefor this application. Staff recommends the City Manager execute a purchase order with West Coast Arborists, Inc., in the amount of $17,275 for the removal and replacement of 39 Raywood Ash trees on Lower Sacramento Road between Elm Street and Tejon Street. Pictures of the trees recommendedfor removal and damage to the area are attached. FISCAL IMPACT: Removalwill help mitigatefuture damageto pavement and underground utilities from the invasive roots of these trees. This award is to West Coast Arborists which has a existing contract with the City of Lodi. These were optional bid items on that contract. NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby authorize the City Manager to execute a purchase order with West Coast Arborists, Inc., of Stockton, in the amount of $17,275, for the removal and replacement of 39 Raywood Ash trees on Lower Sacramento Road between Elm Street and Tejon Street.
