Commentsby the Publicon Non -Agenda Items THE TIME ALLOWED PER NON AGENDA ITEM FOR COMMENTS MADE BY THE PUBLIC IS LIMITED TO FIVE MINUTES. The City Council cannot deliberate or take any action on a non-aaenda item unless there is factual evidence presented to the City Council indicatinathat the subject brought up by the public does fall into one of the exceptions under Government Code Section 54954.2 in that (a) there is an emeraencv situation, or (b) the need to take action on the item arose subsequent to the agenda's being posted. Unless the City Council is presented with this factual evidence, the City Council will refer the matter for review and placement on a future City Council aaenda. Elizabeth Westphal and Dixie Waechter spoke in regard to "Project Thank -You"; whereby, care packages are sent to U.S. Troops. Ms. Westphal and Ms. Waechter encouraged public participation in the program and invited the public and City Council to the Annual Patriotic Picnic on July 25, 2010, in Clements. They also requested a proclamation distinguishing the City as a Patriotic City in America. Brian Plinkington spoke in opposition to Measure based on his concerns regardingthe implementation of new and weighted voting procedures. Mr. Plinkington submitted a letter outlining his concerns for the record. Robin Rushing spoke in support of legalizing medical marijuana and providing safe access to the same. Tony Segale spoke in support of continuing arts -related programs i n the City and the benefits of these programs to the community. F. Comments by the Citv Council Members on Non-Aaenda Items Council Member Johnson stated that the Boys and Girls Club is experiencing financial difficulties and suggested staff look into options for providing assistance with keeping children busy during the summer months. Mayor Pro Tempore Hitchcock commended City Manager King on his efforts over the years as the Lodi City Manager and wished him luck in his future endeavors. Council Member Mounce commended Tony Segale on his mural work and asked Code Enforcement and Police Department staff to continue working with citizens to address gang activities. Council MemberHansen reported on his legislative meetings in Washington DC on behalf of the San Joaquin Council of Governments and Northern California PowerAgency. G. Comments by the City Manager on Non-Aaenda Items None. H. Public Hearings H-1 Public Hearinu to Approve the Final 2010111 Action Plan for the Communitv Development Block Grant (CDBG) Prouram and to Consider Reallocation of Available Urban Countv CDBG Funds (CD) Notice thereof having been published according to law, an affidavit of which publication is on file in the office of the City Clerk, Mayor Katzakian called for the public hearing to consider approving 4 City of Lodi Division of Arts & Culture 2009 Art Grant for the 3rd Annual Lodi Open Studios Tour (LOST) In 2009, the Lodi CommunityArt Center applied for a $5000.00 grant from the City of Lodi. $4250.00 was granted to the LCAC, a 5016 organization. The funds were a huge asset to the success of the LOST event. The LCSTcommittee used the funds to market the tour. The marketing included 500 posters, 500 tickets, 3000 postcards, postage, advertisements in the Lodi News Sentinel, The Record, and the following magazines: San Joaquin, Lodi, Brookside, Spanos Park& Weston Ranch. Promotional announcements were also purchased at KJOY radio. The LCACwas also able to purchase an event banner and a large quantity of directory signs, all of which can be used at future open studio tours. Comcast donated $1000.00 to the event, also, which included a community service feature on their television networks. $1500.00 worth of graphic design fees were donated by Tony Segale. October 17& 18,2009, the LCSTwas attended by over 100visitors, many expressing the pleasure of being able to see artists in their studios in the Lodi area. Some artists sold finished pieces. A 'Passport PurchaserAward' drawing was offered to any visitor who visited all participating artist's studio and left the passport with their information. The winner was Kathy Tabangcura, who was able to purchase up to $1200.00 of art from any of the artists on the tour. The LCAC also hosted a raffle in the gallery. The 2009 Lodi Open Studio Tour was a successful event, bringing attention to the Lodi's arts and culture. In 2008, the second annual tour finished over $800 in the red. The 2009 event finished with just over $1700.00, seed money for the 4th tour, schedule for October & 10, 2010, plus materials useful for any and all future open tours.
