RECOMMENDEDACTION: Adopt resolution recommending the California Citizens Redistricting
Commission place San Joaquin County within one congressional,
two assembly and one state senate district.
BACKGROUND INFORMATION: San Joaquin County currently is represented by two congressional
districts, four state assembly districts, and two state senate districts.
These districts encompass Alameda, Amador, Contra Costa, EI
Dorado, Fresno, Madera, Mariposa, Merced, Sacramento, Solano, Santa Clara, Stanislaus, Tuolumne,
and Yolo counties.
San Joaquin County shares many interests and similarities with the aforementioned counties. However,
San Joaquin County's population continues to grow at a faster pace than the rest of the State. It is
importantthat there be a unified County voice on issues affecting this County and its entire constituency.
Therefore, the citizens of San Joaquin County and the City of Lodi can most appropriately be served by
being placed into one congressional, two assembly, and one state senate district.
It is therefore recommended that the City Council adopt the attached resolution and authorize staff to
send the same to the California Citizens Redistricting Commission with a copy to San Joaquin County.

RESOLUTION NO. 2011-58
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LODI, CALIFORNIA,
RECOMMENDINGTHE CALIFORNIA CITIZENS REDISTRICTING COMMISSION
PLACE SAN JOAQUIN COUNTY WITHIN ONE CONGRESSIONAL, TWO ASSEMBLY,
AND ONE STATE SENATE DISTRICT
WHEREAS, in 2008, Proposition 11 established a 14 -member independent citizen
commission (Citizens Redistricting Committee), made up of California residents, to configure
state assembly and senate districts. Proposition 11 kept congressional boundaries under the
purview of the state legislature. In 2010, Proposition 20 passed and granted the Citizens
Redistricting Committee the authority to configure congressional district lines as well; and
WHEREAS, San Joaquin County currently is represented by two congressional districts,
four state assembly districts, and two state senate districts. These districts encompass
Alameda, Amador, Contra Costa, EI Dorado, Fresno, Madera, Mariposa, Merced, Sacramento,
Solano, Santa Clara, Stanislaus, Tuolumne, and Yolo counties; and
WHEREAS, San Joaquin County's population continues to grow at a faster pace than
the rest of the State. It is important that there be a unified County voice on issues affecting this
County and its entire constituency. Therefore, the citizens of San Joaquin County and the City

NOW, THEREFORE, BE IT RESOLVED that the City Council does hereby approve and
adopt this resolution recommending the California Citizens Redistricting Commission place
San Joaquin County within one congressional, two assembly, and one state senate district.
