BACKGROUND INFORMATION: The contract with Diede Construction was approved by Council on March 17, 2010. The project consists of design, construction, operation and maintenance of a groundwater extraction and treatment system and a soil vapor extraction and treatment system. The work is substantially completed and the system is operational. The next step in the Central Plume remedial measures project is to decommission the existing facility located on the Guild Cleaners property ($69,857) and to restore the parking lot asphalt and striping at the Guild Cleaners parking lot ($22,695) per the Central Plume legal settlement agreement. Additionally, a trash enclosure is included for the property located at 212 West Pine Street ($27,294) as mitigation for the removal of the trash enclosure from the remedial measures treatment facility site. City staff also recommends the alley between Church Street and Pleasant Avenue be repaved ($55,120)to repairthe extensive damage caused by the trenching for the remedial measures project. The estimated cost for the change order work described above is $174,966. The cost of decommissioning the Guild facility is conservatively estimated and is dependent on San Joaquin County Environmental Health Department's final permitterm requirements for the vapor extraction well abandonment. Staff is hopeful these costs can be reduced if the County accepts our proposed alternate well abandonment methods. There have been two change orders approved by the City Manager for this project. Change Order No. 1 was for enlarging the treatment facility site and changing the vapor well configurations ($26,055). Change Order No. 2 was to replace five driveways impacted by the project scope to comply with current ADA requirements ($41,579.13). The contract amount awarded was $1,758,672.42. The actual contract cost to date is $1,380,761.99 with $325,000 in reserve for future carbon change outs. Once the decommissioning work is complete, the new treatment facility will begin official operation. RESOLUTION NO. 2011-56 A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING THE CITY MANAGER TO EXECUTE CONTRACT CHANGE ORDER FOR ADDITIONAL WORK RELATED TO THE CENTRAL PLUME PCE/TCE REMEDIAL MEASURES PROJECT AND FURTHER APPROPRIATING FUNDS WHEREAS, the contract with Diede Construction, Inc., of Woodbridge, CA for the Central Plume PCE/TCE Remedial Measures Project was approved by Council on March 17, 2010. The project, consisting of design, construction, operation, and maintenance of a groundwater extraction and treatment system and a soil vapor extraction and treatment system, is substantially completed and the system is operational; and WHEREAS, the next step in the Central Plume area is to decommission the existing facility located on the Guild Cleaners property, to restore the asphalt and striping at the Guild Cleaners parking lot, and to provide a trash enclosure for the property located at 212 West Pine Street as a mitigation measure. NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby authorize the City Manager to execute a contract change order in the amount of $174,966 with Diede Construction, Inc., of Woodbridge, California, for additional work related to the Central Plume PCE/TCE Remedial Measures Project; and BE IT FURTHER RESOLVED that funds in the amount of $150,000 be appropriated from the Central Plume Settlement Fund.
