AGENDA TITLE: Approve Request for Proposals and Authorize Advertisement for Final Design and
Construction of Municipal Service Center (MSC) Transit Vehicle Maintenance
Facility Solar Power Project

RECOMMENDED ACTION: Approve request for proposals and authorize advertisement for final
design and construction of Municipal Service Center (MSC) Transit
Vehicle Maintenance Facility solar power project.
BACKGROUND INFORMATION: At its May 6, 2009 meeting, City Council accepted the Short Range
Transit Plan which included the Transit Vehicle Maintenance Facility
solar power project. Since then, staff has finished space planning,
technical specifications and schematic design drawings to complete
a set of "Bridging Documents"for the project, which will be funded by the federal American Recovery and
ReinvestmentAct of 2009. The bridging documents will be used by a contractor/design team to complete
the design and construct the new facility. The next phase in the project is to request proposals for the
selection of the contractor/design team.
The project includes approximately 5,300 square feet of roof space for mounting 240 photovoltaic solar
panels to provide 56.4 Kilowatt Standard Test Conditions (KWSTC) of electrical power. The structure will
also serve as a protective cover for the material storage bunkers adjacent to the Transit Vehicle
Maintenance Facility. Electricity generated by the new facility will help offset electrical costs at the
Transit Vehicle Maintenance Facility. A qualification process is included to determine eligible
contractor/design teams and ensure they have the necessary experience to perform the work. The
proposals require a guaranteed maximum price for the design and construction of the project.
The bridging documents provide a framework for the contractor/design team to build the facility to the City's
specifications. The bridging documents include basic plans and detailed performance specifications, which
were developed by City staff. The selected contractor/design team will complete the facility design, obtain
the building permit and constructthe facility. Staff will seek Council approval of the successful
contractor/design team selection. The request for proposals is on file in the Public Works Department.
FISCAL IMPACT: Failure to award the contract could result in the loss of the funding of
approximately $1,000,000 for construction of the facility.
FUNDING AVAILABLE: Funding is from the American Recoveryand ReinvestmentAct (125091).
