E. Comments by the Public on Non -Agenda Items
THE TIME ALLOWED PER NON -AGENDA ITEM FOR COMMENTS MADE BY THE
PUBLIC IS LIMITED TO FIVE MINUTES. The City Council cannot deliberate or take any
action on a non-aaenda item unless there is factual evidence presented to the City Council
indicating that the subiect brouahtup by the public does fall into one of the exceptions
under Government Code Section 54954.2 in that (aa) there is an emeruency situation. or (b)
the need to take action on the item arose subseauentto the aaenda's beina posted.
Unless the City Council is presented with this factual evidence. the City Council will refer
the matterfor review and placement on a future City Council aaenda.
Kari Chadwick spoke in regard to March for California's Future and the path of the march toward
Sacramento with a stop in Lodi. Ms. Chadwick encouraged attendance at the Lodi Rally at
Hutchins Street Square on April 13,2010, at 5:30 p.m.
Stacey Ramsey, representing his security firm, spoke in regard to loitering and vandalizing in the
downtown area and offered volunteer services to assist with this challenge.
Diane Sulton, a business owner in downtown, spoke in regard to the growing problem with
loitering and vandalism in the downtown area.
Suzanne Houck, a business owner in downtown, spoke in regard to the growing problem with
loitering and vandalism in the downtown area.
Ralph Lee spoke in regardto his concern aboutthe lack of parking nearthe Departmentof Motor
Vehicle building in the City and the process associated with ticketing.
F. Comments by the Citv Council Members on Non-Aaenda Items
Council Member Hansen reported on his attendance at the San Joaquin Council of Governments
meeting and budget for the same.
G. Comments bvthe Citv Manaaeron Non-Aaenda Items
City Manager King stated staff will follow up with a community meeting regarding concerns about
Elm Street. He also stated parking on the bridge near the Department of Motor Vehicles (DMV)
facility is prohibited and the City does not benefit from tickets issued for State Code violations. I n
responseto Council Member Hansen, Mr. King stated DMV is proceedingwith the relocationto

The people of California want and deserve public education, safe streets and workplaces,
affordable healthcare, public parks and libraries, and clean water. Those of us who grew up
with the California dream want our children to have the same chance at a decent life. Unfor-
tunately a small group of legislators are starving public services year after year by blocking
the passage of fair taxes and an adequate budget.
The March for California's Future will focus attention on the problems being caused by in-
adequate funding to local and state services. Our message is clear -government officials
need to fight for the public's interest now and stop starving our public services. The budget
can be repaired with fair tax increases on the wealthy and closing corporate tax loopholes.
AFSCME Council 57 is urging all Locals to get involved and make this historical effort to
save our services and our State a huge success. You can do this by signing on to support
the march, greeting and walking with the marchers along the route, organizing a rally or
press conference, having a barbecue or picnic for California's Future, inviting the marchers
to speak to your union, congregation or club, meeting with legislators in your district, or sim-
ply talking about the march to your co-workers and neighbors. Sign up to help today!
The March for California Future will leave from Bakersfield on March 5th and ends up in Sac-
ramento for a huge rally on the April 21st.
Beginning April 13t", the March for California's Futurewill pass through Lodi and onto Elk
Grove, ending in Sacramento.

April 18th at 12:00 pm—Elk Grove Picnic, Elk Grove Regional Park -Rotary Grove
