RECOMMENDED ACTION: Accept improvements under contract for Lodi Avenue reconstruction
project, Union Pacific Railroadto Cherokee Lane (ESPL 5154 (036)).
BACKGROUND INFORMATION: The project was awarded to Granite Construction Company, of
Watsonville, on October 21, 2009, in the amount of $2,098,885. The
contract has been completed in substantial conformance with the
plans and specifications approved by City Council on June 17, 2009.
On March 17, 2010, City Council authorized the project scope expansion change order to include the new
entry features at Cherokee Lane, pavers at crosswalks and intersections and extended paving limits.
This project consisted of removal of the existing rails in Lodi Avenue, reconstruction of the pavement,
addition of ADA -accessible ramps and driveways, installation of brick pavers at all crosswalks and at the
Stockton Street and Central Avenue intersection, repaving Washington Street between Lodi Avenue and
Walnut Street, installation of new stamped concrete sidewalk on Central Avenue south of Lodi Avenue to
the alley, construction of a planter on the northwest corner of Stockton Street, installation of landscape
and irrigation at the southeast corner of the Cherokee Lane intersection, installation of decorative signal
poles at the Stockton Street intersection, addition of a gateway feature at the west side of the intersection
of Lodi Avenue and Cherokee Lane, installation of decorative street lights, installation of landscape
elements, and other incidental and related work.
There were five change orders for this project. Change Order No. 1 was for the project scope expansion
items that were approved on March 17, 2010 ($453,579.60). Change Order No. 2 was for extra work for
the project Phase 1 area (Union Pacific Railroad east to Washington Street), such as sewer main
replacement, additional driveways to businesses, additional asphalt paving to private properties, etc.
($84,308.53). Change Order No. 3 included replacement of the Stockton Street traffic signal loops,
providing temporary street light wiring, demolition of previously -un known railroad tracks at
Cherokee Lane and additional miscellaneous sidewalk and alley approach work for project Phase 2 area
(Washington Street east to Garfield Street) ($62,898.00). Change Order No. 4 was for work related to
the Cherokee Lane Entry feature, maintaining traffic access to that intersection to the extent possible
during construction, removal and replacement of unstable subgrade conditions encountered near
Garfield Street and increasing the paving on Cherokee Lane to permit the installation of traffic signal
loops ($200,241.00). Change Order No. 5 is for work related to replacing the street light lamps to provide
better lighting, adding traffic signal heads at Stockton Street and repairing private property landscaping
associated with the project ($49,692.53). The total cost of project change orders is $850,719.66. There
was an increase in the actual base bid unit item quantities requiring payment adjustments of
$175,939.52. The total final contract cost is $3,125,544.18. The project was substantially completed and

opened for public use on October 28, 2010. The delay in acceptance of the projectwas due to waiting
for the manufacture and delivery of the Change Order No. 5 street light replacement lamp materials.
Following acceptance by the City Council, as required by law, the City Engineerwill file a Notice of
Completion with the County Recorder's office. The notice serves to notify vendors and subcontractors
that the project is complete and begins their 30 -day period to file a stop notice requiring the City to
withhold payments from the prime contractor in the event of a payment dispute.
FISCAL IMPACT: There will be a decrease of overall maintenance and repair cost due to the
new improvements.
FUNDING: Fundingfor this projectwas from Measure K (Smart Growth), Prop 1 B,
American Recovery and ReinvestmentAct Funds (TE), RSTP and various
utility funds.
