BACKGROUND INFORMATION: The City of Lodi's Police and Fire departments have until 2013 to meet with new radio communication standards set by the National Telecommunications and InformationAdministration (NTIA), a federal agency that oversees public safety agencies' radio communications. By adopting the digital standards of the NTIA's "Project 25," the City will be able to communicate via radio with other agencies and mutual aid response teams in emergencies. The Police Department began the migration to Project 25 standards in late 2009, when it purchased 60 portable Motorola radios using federal Justice Administration Grant funds from the American Recovery and ReinvestmentAct. Now the department has an opportunity to replace its remaining 67 portable radios at a considerable cost savings. Motorola is offering to provide 67 new radios and needed accessoriesfor $82,054.99. After March 31, 2011, the cost will increase to $141,658.83. Portable radios are those carried by police, community improvement and animal services officers, as well as Partners. The Police Departmentwill still need to replace its mobile radios, which are those installed in department vehicles, to fully comply with Project 25. The department is seeking additional grant funding for that purchase, which is expected to cost approximately $200,000. Staff recommends that Council approve the expenditure cf $42,054.99 from the State cf California Citizens Options for Public Safety (COPS) Grant for Fiscal Year 2010/11 and $40,000 from the ARRA JAG Grant for a total of $82,054.49. The City has $24,000 in remaining ARRA JAG funds for technology and communications purchases. FISCAL IMPACT: Grant -funded, no impact on General Fund. NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby approve the purchase and utilization of funds from the State of California Citizens Options for Public Safety (COPS) Grant for Fiscal Year 2010/11 and the American Recoveryand ReinvestmentAct Justice Assistance Grantfor the portable radios.
