I request that the City Council reconsider Ordinance 1474 before the ordinance becomes final, March 7, 1990. It is my opinion that the City Manager has too much power and on occasion the City Manager has, does and may abuse the power of his office. The ordinance as written provides notice of the disposal of City property after the fact, that is the City property has already been disposed of before the Council is notified. Also, the City Purchasing Officer is under the direct control of the City Manager, this in and of itself is fertile ground for concern. An alternatit,,e would be to structure the ordinance to include all sales of surplus personal property that has a value of $500.00 or more and is no longer required for City use be placed on the Council agenda for Council approval and input prr�r to the dis- posal of or sale of the "surplus" City property. ■ r1 This would help guard against discriminatory practices of dispos- ing of City property to specially chosen individuals which ha8 occured in the past, also the Councfl and the voters would be aware of proposed City business.
