SUBJECT: PURCHASE OF 69 POLE -MOUNTED TRANSFORMERS
RECOMMENDED ACTION:_ That the City Council award the bid for the
purchase of 69 pole -mounted transformers to the bidder whose proposal
and equipment met all Electric Utility Department specifications, and
whose transformers yielded the lowest overall life -cycle cost, Cooper
Power Systems of Burlingame, California. The purchase price for this
equipment is $63,833.96.
BACKGROUND INFORMATION: On January 17, 1990, the City Council
approved specifications and authorized advertisement for bids. Bids
were opened on February 20, 1990. A summary of the results of the bid
and of the evaluation are shown on Attachment 1.
Transformer proposals are evaluated by combining estimated costs of
losses during operation with the bid price to yield an estimated total
life -cycle cost. Bidders proposing equipment which have the lowest
life -cycle cost while meeting specifications are recommended to be
awarded the bid.
Funding for this purchase is available in the Electric Utility
Department's Operating Fund.

W EP A� in answer to notice duly published in accordance with law and
the order of this City Council, sealed bids were received and publicly opened on
February 20, 1990 at 11:00 am. for the bid for purchase of 69 pole -mounted
transformers, described in the specifications therefor approved by the City Council
on January 17, 1990; and
W ER A� said bids have been compared, checked, and tabulated and a
report thereof filed with the City Manager as shown on Attachment 1; and
VVIIER A� the City Manager recommends that award of the bid for the
purchase of 69 pole -mounted transformers be made to the best qualifying bidder,
Cooper Power Systems of Burlingame;
NOW, THEREFORE, BE IT RESOLMD by the City Council of the City of Lodi
that award of bid for the purchase of 69 pole -mounted transformers be and the same
is hereby awarded to Cooper Power Systems of Burlingame, the best qualifying
bidder, in the amount of $$63,833.96.
