SUBJECT: SALAS PARK LIGHTING MODIFICATIONS - DISCUSSION AND APPROPRIATE ACTION
RECOMMENDED ACTION: That the City Council approve the expenditure of up
to $16,000 to modify the lighting system at Salas
Park and transfer appropriations from various parks
projects to provide the funding.
BACKGROUND INFORMATION: Since the matter of the Park lighting does not appear
on this agenda, i n order for the Council to act upon
it at tonight's meeting, it is necessary to have a
preliminary vote, finding that the need to take
action arose after the agenda was posted. Pursuant to
Government Code §54954.2(2), this requires the affirmative vote of four of the
five Council members, or a unanimous vote ifless than five Council members are
present. Since the City first became aware on Tuesday, January 17, 1989 of the
possibility of fixing the Park lighting at the time of the visit by the
supplier's representatives scheduled for next week, and the agenda for this
meeting was posted on Friday, January 13, 1989, the Council has a basis to so
find ii -Fit desires. Assuming that a four-fifths vote of the Council is obtained
first, the matter of authorizing the contract for modification of the lights
could then be appropriately considered.
The sports lighting system at Salas Park has been the source of significant
"light pollution" in the surrounding area. The problem is especially bad in the
residential neighborhood immediately west of the park.
City staff has been working with the lighting system manufacturer (MUSCO) to
determine what changes could be made to improve the situation. Vt provided a
new survey of the park showing the existing pole locations, heights, andgrand
elevations in order for MUSCO to redesign the system. Their local
representative informed us last week that a site visit by factory engineers
would be necessary to determine the best solution and that by combining this
visit with a trip for other projects at the end of January, we could save $1,000
off the normal $2,500 "pre -engineering" fee. This was agreed to by City staff.
The total $16,000 is for Option D and includes crane rental and contingencies.
At a minimum, staff recommends Option B; however, since the area to the east
will someday be residential, it is felt serious consideration should be given
toward doing the entire park (Option D).
Funds for this work would be available by transferring the unused funds from the
Lodi Lake Master Plan project ($9,000) and a portion of the Softball Complex
shade structure project ($4,000). The remaining funds are available in the
project accounts
