BACKGROUND INFORMATION: On September 29, 1989, Governor Dukmejian signed into effect landmark legislation AB939, which calls for the establishment of an aggressive program to reduce the amounts of waste generated in California. Spectfically, this legislation mandates a 25% reduction in the amount of solid waste produced by 1995 and a 50% reduction by the year 2000. Fortunately, California Waste Removal Systems and the City of Lodi are in an excellent position to meet these requirements. We presently have in place many of the components necessary to meet these mandates; such as a commercial and residential curbside recycling program, a state of the art composting program, a waste wood recovery program, and an excellent waste reduction education program in the local schools. In an effort to enhance and expand existing programs, the State of California, through the Department of Conservation, is making $2 million worth of funds available to the cities and counties who have established programs such as our community. This poses an excellent opportunity for our community to significantly expand our residential curbside recycling program. It is my recommendation to the Council to make an application for a portion of these funds. Attached is a draft of an application for those funds predicated upon our existing programs. Our application requires Council action in the form of a resolution. The deadline for submission of this application is January 31, 1990. Consequently, time is of the essence. Fully supports all projects within said application; 2. Certifies that the proposed project(s) does not replace City of Lcdi previously -budgeted project(s). Early in 1989, the City of Lodi in cooperation with its franchised hauler, California Haste Removal Systems, embarked on a curbside recycling program. An intense in -school program was developed with the students encouraged to have their parents request Yree, colorful plastic buckets for holding the recycled materials. To date, approximately 3,214 of the possible 15.875 single family residents, have requested containers. We are requesting funds to purchase and distribute the recycling buckets to the remaining households. b. From. the results to date, it is evident that with every household provided recycling containers and instructional information, me could substantially increase participation and volumes of material collected and diverted from the waste stream. 6. SCOPE OF WORK a. The program is targeted for all single family homes in the City of Lodi. California Waste Removal Systems has a special truck designed for the curbside pick up of glass, cans, -Pv B.T pi-astic beverage containers and newspaper. Service is veekly on the same day as garbage collection. Materials are taken to the CWRS pro- cessing facility where they are prepared for market and sold. Revenue from the sale of materials goes directly to cover the costs of providing the service. b. The City totally supports the current program in place and has, within its franchise agreement with CWRS,a clause to insure curbside recycling services will be provided. This request will allow the program to expand and achieve more positive results. C. Not applicable f. Subcontracting by the City will be with California Waste Removal Systems, the franchised garbage hauler. Their role will be to distribute the recycling containers and provide appropriate col- lection, processing and marketing services. Costs for providing these services is included in the present fee structure. 7. The method of monitoring takes several forms. Basically each driver counts the number of stops per route. This provides a weekly participation figure. All materials are weighed on a Aaily basis when they are brought in for processing. This provides an accurate account of type and volume of materials collected.. Follow up accounting is verified when materials are sold. It is planned that a one-month, house-to-house audit can be done to determine actual monthly participation and to target and encourage residents who are not recycling to do so. e. The committment to provide the recycling service is included as. part of the City's franchise agreement with CWRS. The service is part of the overall service offered to residents of Lodi. The grant funds requested will speed up program expansion and increase waste diversion efforts. f. Subcontracting by the City will be with California Waste Removal Systems, the franchised garbage hauler. Their role will be to distribute the recycling containers and provide appropriate col- lection, processing and marketing services.
