BACKGROUND 143DRN AIM _ The following communication was received between the
dates of November 12, 1991 and November 25, 1991.
The attached notice from Paci f ; c Gas and Electric (PG&E)
Company (marked Exhibit "A") advises that PG&E has filed
Application No. 91-11-001 with California Public
Utilities Commission (CPUC) in which it requests
authority for an overall decrease to its natural gas
rates.

TO: THE STATE, COUNTY AND CITY OFFICIALS =
Pacific Gas and Electric Company (PG&E) has filed Application
No. 91-11-00L wish the California Public Utilities Commission
(CPrJC) in which it requests authority for an overall decrease
to its natural gas rates. PG&E seeks authority to decrease
its rates by $55.8 million, or approximately 1.1 percent, for
a two-year period beginning August 1, 1992.
The rate changes consist of an increase in core (residential
and core commercial) rates of $146.1 million, or 4.2 percent,
and a decrease in noncore rates of $206.5 million, or 14.2
percant. To better reflect how cuatomer classes incur costs,
we are proposing new cost allocation methods which increase
residential costs 4.6%- The proposed,changes to total gas
rates reflect a forecasted decrease in costs to buy gas, and
an increase in costs to transport gas.
The Commission will hold hearings on the proposed rate changes
eariy next year. Parties at those hearings may offer
proposals to the CPUC which differ substantially from those
requested by the utility. After considering all proposals
presented during the formal hearing process, the Commission
will issue a decision. The actual rates and revenue
requirement adopted by the Commission may differ significantly
from PG&E's original request and nay result in an increase or
decrease in rates.

NOTICE OF FILING

TO: THE STATE OF CALIFORNIA ATTORNEY GENERAL,
DEPARTMENT OF GENERAL SERVICES, STATE, COUNTY
AND CITY OFFICIALS AND INTERESTED PARTIES
PACIFIC GAS AND ELECTRIC COMPANY (PG&E) filed
Application No. 91-11-036 on November 26, 1991, with the
California Public Utilities Commission (CPUC or Commission)
requesting authority to increase its base electric and gas
rates.
The requested 1993 general rate adjustment would
incn�,ase electric revenues by $610 million, or 8.2%, and gas
revenues by $222 million, or 8.7% for a combined total of
$832 million, over rates presently in effect. The amount of
the revenue increase proposed in this application to be
effectilrs January 1, 1993 is expected to be reduced by
several anticipated base revenue adjustments which are
expected to be effective on January 1, 1992, including the
Commission's decision on November 20, 1991 to reduce the
adopted Return on Equity (ROE) from the 1991 level to 12.65
percent for 1992. In addition, the operational attrition
adjustment for 1992, and the expansion of Customer Energy
Efficiency (CEE) programs will also offset this request.
After taking into account the above anticipated adjustments,
the expected increase over 1992 revenues is $527 million,
($408 million electric and $119 million gas) or about 50.
This change in revenues is necessary to recover the
costs of owning and operating facilities and complying with
governmental orders required to provide electric and gas

service to customers. These costs include all non -Fuel
operation and maintenance expenses, state and federal taxes,
and depreciation. The increase also reflects the effects of
inflation on PG&E's costs. Also included are the costs of
major additions needed to improve air quality, expansion of
the customer energy efficiency program, and other costs of
conducting business in a manner consistent with environmental
protection and improvement. The requested increase excludes
any costs of nuclear operations except decommissioning and
storage.

and any other parties interested in the above-mentioned
