Signs to "Yield" Signs
MEETING DATE: November 6, 1991

RECOMMENDED ACTION That the City Council adopt a resolution amending the Traffic
Resolution #87-163 to approve the temporary conversion from
"stop" signs to "yield' signs at the locations listed below and
shown on Exhibit A.

° White 07.k Way at Evergreen Drive
BACKGROUND IlVFORMAM The department's existing policy is to classify streets
with a volume of approximately 2,000 vehicles per day and
acting as a minor collector as a "through" street. Per
that policy, all minor streets intersecting a "through"
street are to be controlled by a stop sign. Both Mills Avenue and Evergreen Drive
are classified as "through" streets.
Staff's concern at the listed locations is the need for a traffic control as
restrictive as a "stop" sign on a minor street intersection adjacent to the end of a
"through" street. Citizen complaints regarding the need for "stop" signs at these
locations have also been received.
Although staff feels right-of-way control is necessary at these locations, a "yield"
control may be nm suitable until the "through" street is extended.
Available accident records from 1987 to the present indicate that there have been no
accidents at any of these locations. Traffic volumes on "through" streets are
generally over 2,000 vehicles per day, however, the volumes generally drop at the
end of a roadway as many drivers have already turned off of the street. Staff has
field checked these locations and found no existing structures or vegetation.

Staff recommends that the "stop" signs be changed to "yield" signs at these
locations until the streets are extended. Upon extension of these streets, "stop"
signs will be returned to these locations.
FUNDING: Funding for sign and legend modifications from the Street Maintenance
Account at an approximate cost of $400.

RESOLUTION NO. 91-204
A RESOLUTION OF THE LODI CITY COUNCIL
APPROVING THE TEMPORARY CONVERSION FROM "STOP" SIGNS TO "YIELD"
SIGNS ON ROYAL CREST DRIVE AT MILLS AVENUE, BAYBERRY DRIVE AT EVERGREEN
DRIVE, AND WHITE OAK WAY AT EVERGREEN DRIVE, THEREBY AMENDING TRAFFIC
RESOLUTION NO. 87-163.
RESOLVED, that the City Council of the City of Lodi does hereby
approve the temporary conversion from "stop" signs to "yield" signs on
Royal Crest Drive at Mills Avenue, Bayberry Drive at Evergreen Drive,
and White Oak Way at Evergreen Drive, as shown on Exhibit A attached;
and
FURTHER RESOLVED, that City of Lodi Traffic Resolution 87-163,
Section 20 "Yield Intersections" and Section 2C "Stop Intersections" is
hereby amended by designating the temporary conversion of "stop" signs
to "yield" signs on Royal Crest Drive at Mills Avenue, Bayberry Drive
at Evergreen Drive, and White Oak Way at Evergreen Drive.

adopted by the Lodi City Council in a regular meeting held November 6,

Subject: Traffic Resolution Amendment regarding intersection at
Royal Crest Drive and Mills Avenue
Dear City Cr_unc i 1 Members:
Since we will be cut of town and unable to attend the November 6th meeting and
since I ro not want to go into great detail explaining my family's experience
at this intersection, I would just like to make a +e -A comments.
I still cannot see how the stretch of street south of Vine Street on Mills
Avenue can be considered a "through" street. There is no conceiveable way
2,000 vehicles ever drive that stetch in one day. Even if all the residents
living on that section c -F Mills, Stafford, Tudor and Downing Streets (plus
those on Park and Cardinal Streets which pr+es. _useably would use Nam Lane to
enter that secluded area), each household would have to make about 10 trips per
household. Possibly marry do, however I doubt it.
When that resolution �,�s passed on December 2, 1997 I do not see why Mi !Is
Averse was defined as a collector street from Turner Road to the south city
limit. At that time and presently, Mills is cut off by the irrigation canal
and county property. I have inquired on various occasions in the past 20 years
as to when this county property might be annexed to the city and have always
been told no date in the foreseeable future. Once and if Mills kvenue is
conre_ctad to Kettlaran Lane, then it will definitely be a thraigh street.
It vm very interesting to me that Ham Lane which I would have assumed woald
have been a collector street from H4rney Lane to it5 north city 1 imit (Edge,aood
Drive), but that was only designated to Turner Road at the northern end. Past
Laketicxod School the first intersecting street has a stop sign. The second
intersecting street has a yield sign. The third intersecting street has
nothing and this is coming off Edgew od Drive which is not a dead end. But by
definition Ham Lane is only a collector street between Harney and Turner.

ect people to slew down as they decide whether to turn left or right. Here

Mills Avenue Were limited to Turner to Vine.
