BACKGROUND INFORMATION: The following communication was received between the
dates of September 24, 1991 and October 8, 1991.

Attached, marked Exhibit A, is a letter that has been
received from Capt. R E. Thull concerning access to the
Mokelumne River.

This concerns access to the Mokelumne river. I might o W
in Thailand when this comes up on 10-15-91. M
I don't understand the continued debate on this subject.
It is cut and dried.
The river can't be restricted or closed to the public, at
least not legally. At one time there were accesses to the
river @ the lake, on Edgewood Dr., on Mokelumne River Dr.,
and near Hwy. 99. All have been closed to the public except
Lodi Lake, which is restricted. The river also has several
illegal "keep out" signs. I have the right to use the river
with my canoe, sailboat, speedboat, or my 34' cruiser, and
restricted only by any established speed limits. Be assured
I won't use my sailboat or cruiser, and if I use the speed-
boat, I will restrict the speed to S mph, whether or not a
limit is posted. This is common practice on all populated
water ways.
It appears the developers did provide the required access;
but they have been clo,a?.d, Someone benefited financially,
when the accesses were closed, and whoever this was should
be required to re -open them, or provide a new one.
I do not advocate re -opening the one's that were closed.
A position at the lake, and Hwy. 99 is more logical.

at its regular meeting of October 16, 1991 from Capt. R. E. Thull regarding
access to the MokArri e River. Mayor Hurlunan directed that this letter be
forwarded to the recently formed Mokehnrm River Access Committee.
