AGENDA TITLE: Resolution of support for Smoking Grant Application
MEETING DATE: October 16, 1991

RECOMMENDED ACTION: That City Council adopt Resolution 91-186 Authorizing
Smoke -Free Cities Mini -Grant Application.
BACKGROUND INFORMATION: In December 1990, the City of Lodi implemented one of the
most comprehensive tobacco control ordinances in
California. Our Smoking Pollution Control ordinance has
been referred to in the June 1991 issue of Western City magazine and is cited in
the California Smoke -Free Cities Mini -Grant application package. The City has been
encouraged by San Joaquin County and the League of California Cities to submit this
mini -grant application. The City is requesting approximately $10,000 to fund four
primary activities (Exhibit A). Resolution 91-186 (Exhibit B) has been prepared to
help increase the probability of acceptance of the application.

To achieve the goa? of this project, four major objectives must be
accomplished:
1. Print additional copies of existing public information pamphlets.
These pamphlets have already been designed. They explain details of
the City's Smoking Pollution Control ordinance in a clear question and
answer format. All businesses in Lodi have already received packets
containing these pamphlets. The Finance Department will distribute
the proposed additional packets to all new businesses as they request
uti lity connections.
2. Establish a section in the City newsletter devoted to smoking issues.
The production and distribution of the City of Lodi newsletter to all
households in the community is costly. This objective simply seeks to
reimburse the City for costs associated with producing a five inch
anti-smoking column in the newsletter for one year.
3. Distribute no smoking booklets to youth in City recreation programs.
The City conducts extensive recreation programs with very high
participation rates. Booklets will be distributed by City staff to
youth in these programs. Staff will take care to insure that booklets
are not wasted and are read. Some booklets will address smokeless
tobacco which often overlooked in anti-smoking programs.
4. Produce and distribute a poster symbolizing the community's commitment
to a nonsmoking lifestyle.
A contest will be established for students below the third grade in
local elementary schools to produce a drawing. This drawing will
express a nonsmoking theme through the eyes of a child. The full
color drawing will not be altered in any fashion and will be placed
within a poster framework. With permission, the student's name, age
and school will appear in small type below. A short statement will
appear below which reinforces the nonsmoking theme along with a
general reference to the City's ordinance.
The artist will receive a $50.00 savings bond, home room classmates
will be treated to a picnic i n a local park or a trip to Chuck E.
Cheese's, depending on weather. Schools receive numerous requests for
children to design drawings for a variety of causes. City staff will
work with school district officials to insure this contest has minimal
impact on their operations. Students will be encouraged, not
compelled, to produce the drawings and City staff will be available to
provide information, in person at the schools as needed.
The poster wi 11 be distributed throughout City offices and the
schools, as well as business establishments, churches, etc. The
child -like quality of the poster will capture the viewer's attention
and will convey an obvious message: children represent the future of
our community, children must be protected from the second-hand effects
of tobacco products and the enticement strategies of tobacco producers.

AUTHORIZING SMOKE-FREE CITIES MINI -GRANT APPLICATION
WHEREAS, the City of Lodi recognizes that it is in the public
interest to improve community health and livability by promoting a
responsive tobacco control policy; and
WHEREAS; funds are available from the California Department of Health
Services through tax revenues generated by the passage of Proposition 99,
to establish programs which will discourage tobacco use within cities;
NOW, 7EREFORE, BE IT RESOLVED, that the City Council of the City of
Lodi authorizes the submittal of an application to the Project Coordinator
of California Smoke Free Cities. The City Manager of the City of Lodi is
hereby authorized and empowered to execute in the name of the City of Lodi
al I necessary applications, contracts, agreements and amendments to secure
grant funds and to implement and carry out the purposes specified in the
application.
The foregoing resolution was passed by the City Council of the City
of Lodi this 16th day of October, 1991. Effective October 16, 1991.
