BACKGROUND IffFOA [ TION: The attached communication was received between the dates
of September 12, 1991 and September 25, 1991.
Film Tamara Bauer, 1029 Yuloni Drive, Lodi. Ms. Bauer's
fetter (see Exhibit A attached) expresses concerns
regarding Turner Road just west of Highway 99 as it
pertains to posted speed, signage, etc.

Thank you for your interest in safety on Turner Road. The Public Works
Department has received various concerns regarding pedestrian and traffic
safety on Turner Road, particularly at Coloma Street, Beckman Road and
Camino Real (Casa de Lodi). The fol'iowing responses have been prepared
addressing these concerns.
° Crosswalk Signing
The existing pedestrian crossing signs at the crosswalk on Turner Road at
Coloma Street were increased from the standard 30" signs to 36" signs in
July of this year. These are the largest pedestrian crossing signs
available. School crossing signs are not appropriate at this location
according to State of California guidelines because it is too far away
from the school site. The existing signing is appropriate far this
location.
° Crosswalk Painting
The installation of diagonal lines through crosswalks is designed to
provide added visibility for drivers approaching the crossing. However,
due to the height of the driver's eye above the roadway (approximately
3,5'), the added visibility provided by diagonal striping is minimal.
This type of improvement is better used with pedestrian warning controls
such as a flashing beacon.
° Traffic Signals
The installation of the future traffic signal on Turner Road at Stockton
Street will be included in the Capital Improvement Program to be
submitted to City Council for the coning fiscal year. Due to the high
cost ($100,000+) of traffic signal installations, the City installs about
one annually. As you may be aware, traffic signal locations on Cherokee
Lane, between todi Avenue and Kettleman Lane, are currently being
reviewed along with other locations ranking high on our signal priority

list. A traffic signal proviaes a higher degree of safety fur
pedestrians, however, accidents still occur at signalized locations,
possibly due to the added impression of safety perceived by pedestrians
at these locations.
° Speed Limits
Speed limits in the city o -f Lodi are set following guidelines outlined by
the State of California, Department of Transportation, and the California
Vehicle Code. Arbitrarily reducing speed limits below these guidelines
would result i n a speed limit not enforceable by the use of radar.
Although there is some belief that the 45 mph speed limit is too high, it
is the appropriate speed limit per state guidelines and is radar
enforceable.
To check existing vehicle speeds on Turner Road, an electronic counting
device was placed on each side of Highway 99. The results are shown on
the attached table showing the nuns of vshicles counted within the
speed range indicated. Per state guidelines, it is not unreasonable for
as marry as 15%of drivers to travel at speeds exceeding the posted
speed. The results of the speed survey performed indicate that east of
Highway 99 an average of 5% of the drivers sampled were exceeding the
posted 45 mph speed limit. Nest of Highway 99 an average of 10%were
exceeding the posted speed. Although these percentages are not
unreasonable by state standards, the speed data collected will be sent to
the Police Department for enforcement purposes.
° Multi -Way Stop Signs
State guidelines are also used to determine the need for multi -way stop
controls. Stop signs are used where right-of-way control is necessary
and are not to be used for speed control . Studies indicate that stop
signs have little o r no effect on reducing overall vehicle speeds, except
at the immediate vicinity of the stop sign. In marry cases, speeds will
increase on segments adjacent to stop signs as drivers will attempt to
"make up" travel time after having to stop at an unnecessary stop sign.
In addition to a possible increase in speeds, unneeded stop signs may
increase accidents (particularly rear -end accidents), waste time and
energy, create a i r and noise pollution, and encourage noncompliance at
needed stop signs. Stop signs can also reduce the nuns of "gaps" in
traffic. These "gaps" generally occur in free-flowing traffic and
provide openings for drivers attempting to enter the roadway from side
streets and driveways. With a stop sign, the vehicles leave the
intersection a t regular, closely spaced intervals.
° Sight Distance at Camino Real (Casa de Lodi)
To improve sight distance, the City has installed "no parking" zones
adjacent to the Casa de Lodi access at Camino Real. In a more recent
check of the area for sight obstructions, Public Woks staff observed
that bushes and trees east of Camino Real appeared to be creating a sight
obstruction. The City has contacted the manager of Casa. de Lodi

requesting that these bushes and trees be trimmed to improve sight
distance. Public Works staff has observed some minor bush trimming has
been performed.

Thank you for your interest in safety on Turner Road. The Public Works
Department has received various concerns regarding pedestrian and traffic
safety on Turner Road, particularly at Coloma Street, Beckman Road and
Camino Real (Casa de Lodi). The following responses have been prepared
