I have previously complained regarding the problems that occur at the late night parties and the lack of proper supervision. As the park and lake area are a public facility it should be patroled and maintained so that all Lodi residents can relax and enjoy the lake as it is intended. In the recent months the problems have increased and the illegal boating and swimming off of the city property has greatly increased, and a falling tree, which is a definite hazard to the public has fallen into the river as the levees have not been maintained and are eroding away and need to be rip -rapped - for their protection and also to save the trees along the bank from erosion caused by people walking up and down the levees as to get to the water. Also, someone is going to get injured and I feel that these problems must be corrected immediately. I have called the park ranger twice in the past two months and found the only person on duty was Mr. Gums, who was posted at the enterance gate. There were no others on the park grounds to patrol or give assistance should the need arise. If we are going to have a park open to the public, then we should also be prepared to maintain and police the area and only one person on duty to supervise the whole park area is putting the tax payer of this city in a very costly position should someone get hurt out thereandat the same time putting the one ranger in a very unsafe position - with the drinking and other goings OR in the park. I recently attended several San Joaquin County Planning Commission meetings and Scott Essin and Ron Williamson were there to ask the San Joaquin County Planning Commission to take in more property across the river - for more park area - This is a mystery to me. How can more park area he justified when the current area can't even be maintained and efficiently patroled? With the great Mr. Ron Williamson August 13, 1991 problems that are facing us at Lodi Lake Park; possible injuries, accidents, etc., that could cost this City of Lodi very large law suits stemming from the activities that are going on now due to the lack of supervision. As a tax payer and resident of Lodi, I now must put all concerned on notice that if action is not taken now, and someone gets hurt due to the problems that I have mentioned, the people that aie notified in this letter must be held responsible. P.S. On the weekend of July 27 there was an illegal campfire at the site of the rope tree, and being there was only one ranger on duty no one was able to respond 2nd inform that the campfire was to be extinguished, Frank C.
