BACKGROUND INFORMATION: Last November, the property owners along the east side of Ilii Lane between Kettleman Lane and Cardinal Street submitted a petition (Exhibit A) to the City Council. This petition asked the City to participate in the replacement of the existing wood fence aiong Ism Lane. The wood fence is in need of repair and the owners feel a continuous block wall would provide a sound barrier and present a nicer appearance along the street. Kai Gini, one of the property owners, has been working with the Public Works staff to come up with an acceptable replacement. It was decided that a 7' high split face block wall would provide the appearance and the graffiti resistance that both parties wanted. A rev block wall would be built in the street right-of-way and would be maintained by the City. Maintenance of the existing fence is the responsibility of the owners. A second petition (Exhibit B) was circulated and all the owners agreed to the choice of a 7' high split face block wall. All but three of the owners also agreed to contribute money toward this project. The property owners have agreed to pay 58,550 (Exhibit C). I t will cost approximately ,960,000 to remove the existing fence and replace i t with the proposed split face block wall. Street funds can be used for this project. If the City Council wants to consider the project, the Public Works Department recommends tnat it be included on next year's street capital improvement project list showing participation from the property owners. The Council will then be able to evaluate this project along with the other priority street projects. The street capital improvement program (CIP) will be presented to the City Council in August of this year. APPROVED: .:jLIE _tet- -------- THOMAS A. Box 3006 Lodi, California SUBJECT: Fence on East Side of Ham Lane from Cardinal Street South The fence along the east side cf Ham Lane fromCardinal Street south approximately 1150 feet is in terrible disrepair. The property owners, whose homes all face Sunset Drive, are interesled`tn replacing this fence and are asking that the City participate in this replacement for several reasons. This fences directly across the street from Kofu Park, named after our sister city and shown to visiting dignitaries. if the fence is replaced by individual property owners, it wiR probably not be uniformand would be aesthetically unpleasing to people using athe park, Also, the homeowners are proposing a high masonry fenceto help alleviate the noise from the increased traffic along Ham Lane. Exhibit B February 25, 1991 Dear Property Owner: SUBJECT: Construction cf 7 -foot Block wall Fence We have approached the City regarding construction of the block wall fence along -lam Lane from Cardinal Street to Tamarack Drive. The City.is willing to pay ail costs cf extending the existing sidewalk to the property owner's property line and removal of the existing fence. (if property owners would like to remove their own fencing material, several days prior notice would be given before construction begins so property owners may do so.) The cost cf the block wall is approximately $60,000. Once the block wall is completed, all future maintenance will be the responsibility cf the City. At this time, before approval by the City Council,,Ae need to know how much each property owner is willing to contribute to this project. Please be as generous as you can. Pine Street Lodi, CA 95240 Dear Jack, This letter is to inform you of the progress we have made concerning the proposed masonry block fence along Ham Lane, Thanks to the direction of you and your staff, I am pleased to report the following: The property owners all agree to the 7' split face block wall. Of the ones who expressed any interest, the majority would like the sandstone color. The homeowners have pledged financially what they could afford. This committment totals $8550.00. The home- owners have been asked to pay the pledged amount when the fence is constructed. Of all the homeowners, only 3 could not pledge financially. The homeowner at 1251 S. Sunset is 92 years old and he cannot afford to con- tribute financially. HE supports the fence, but says he probably won't be able to tell the difference, The homeowner at 1221 S. Sunset is an absentee owner and does not want to contribute anything that will cost him money. The homeowner at 1245 S. Sunset just purchased this house and have just moved in. They support the construction of the fence but cannot contribute fin- ancially at this time. They have pledged to me that when it comes time for collecting pledges they will try and Contribute at that time. The property owners are looking forward to the com- pletion of this wall.
