air CIN OF LODI AGENDA TITLE: Amwd Contract for Dial -A -Ride MEETING DATE: June 5, 1991 PREPARED BY: Assistant City Manager COUNCIL COMMUNICATION I RECOMMENDED ACTION: The City Council authorize the City Clerk and City Manager t o execute an amendment to the City's Dial -A -Ride Agreement with City Cab Company. This amendment will increase the reimbursement rate for in -town fares from $3.25 to $3.50 and from $3.75 to $4.00 for county areas. BACKGROUND IlqF(F&1AJ - I have received the attached proposal from Ray Neel, owner of City Cab Company. I have reviewed his proposal and generally concur with his ideas. In order to retain his drivers, some sort of medical insurance program is a must. I cannot recommend a built-in cost of living increase in perpetuity for his drivers, but do agree a 5%cost of living adjustment in July 1991 is appropriate. Other costs likewise have increased so a rate increase is not out of order. In order to provide a 5% salary increase and provide the medical insurance program and cover additional costs, a $..25 per ride increase will provide sufficient funds . Qx 1991-92 TDA claim will include funds for the requested telephone system. The vehicles 1V4 Neel is suggesting are not presently being manufactured. Mr. Callahan of our staff is working with him on the best choice of vehicles to purchase now. Upon the effective date of this Agreement, July 1, 1991, CRY CAB COMPANY shall be reimbursed at the rate of $3.50 for each Dial -A -Ride ticket presented to CITY OF LODI for service within the City of Lodi and $4.00 for each ticket presented to CITY OF LODI for service to the agreed-upon County areas, during the term of this Agreement upon presentation of lags and tickets which establishes the number of Dial -A -Ride passengers serviced by CITY CAB COMPANY. It has been an intense, time-consuming effort costing literally millions of dollars. A large portion of those funds were dedicated to re -designing the vehicle to accommodate a Buick engine and related General Motors drivetrain components. An equal amount has been spent attending state and national trade shows to exhibit the prototype in order to maintain credibility in the marketplace. A t this point, the company's CEO, Corneil Dutcher, has invested over $9 1/2 milli"on:4n the company. He has pledged to continue financing the company, however , in order to cover the cost of FMVSS crash testing, the company must obtain additional funds elsewhere. By obtaining,the,services of a financial advisor, we intend to raise the necessary capital through a private stock offering. Our objectives are to ".' secure the funds by the summer of 1991, begin production in the fall, and deliver the first vehicles in the spring of 1992. This is a bold projection i'but one we:;believe is attainable. Unfortunately, in order to achieve these goals, it was necessary to temporarily lay off several key employees, including our Ea sterh`Regional'Se'rvice Manager, Billie Seckman.
