F. Comments by the Public on Non -Agenda Items
THE TIME ALLOWED PER NON -AGENDA ITEM FOR COMMENTS MADE BY THE
PUBLIC IS LIMITEDTO FIVE MINUTES.
The City Council cannot deliberate or take any action on a non -agenda item unless there
is factual evidence presented to the City Council indicating that the subject brought up by
the public does fall into one of the exceptions under Government Code Section 54954.2 in
that (a) there is an emergencv situation, or (b) the need to take action on the item arose
subsequent to the agenda's being posted. Unless the City Council is presented with this
factual evidence. the City Councilwill referthe matterfor review and placementon a future
City Council agenda.
Robin Rushing spoke in regard to his concerns about.the safety and studies regarding artificial
M=!p turf and suggested a moratorium be placed until further results from studies can be obtained.
Clifford Weaver spoke in regard to his concerns about the transit system, the differential between
the GrapeLine and Vinel-ine, preferences for the disabled, and the costs associated with a
records request. City Attorney Schwabauer stated the Freedom of Information Act does not apply
to Mr. Weaver's request as it is governed by the California Public RecordsAct. Mr. Schwabauer
stated a requester is free to inspect public records at no cost, but he would pay a fee of ten cents
per page if he wished to obtain copies of such records. City Clerk Johl confirmed that a variety of
records are available on-line through e -Records at no charge.
G. Comments by the Citv Council Members on Non-Aaenda Items
Council Member Mounce requested staff look at the services provided through the GrapeLine

In the past, there have been several studies questioning the health safety of
Artificial Turf. Now the California Office of Health and Safety with regardsto
health hazards is completing a study due out October 0, 2009.
We are asking that a Moratorium be placed on the installation of Artificial Turf in
the city of Lodi, this would include the Grape Bowl, until we are confident that
Artificial Turf is safe for children to be playing on as well as adults having exposure
to the surface. We don't want to put our children at risk.
