Ni E E7 N G DATE: May 20.1992 PREPARED BY: Parks and Recreation Director RECOMMENDED ACTION: That the City Council adopt the attached resolution approving the application of the City of Lodi to the Department of Boating and Waterways for construction of a boat ramp. parking lot and restmom at Lodi Lake 4 est. BACKGROUND INFORMATION: On April 7, 1992 the Parks and R ecrq t io n C o rnrtl i ss io n approved by 5-0 vote to recommend to city Council that Council approve by resolution a requestfor a grant from the Dtpartmw of Boating and Waterways. This grm would allow the city to obtain funds for the construction of a boat ramp parking lot and restroom at the west side of Lodi Lake. Tht need for a new boat ramp was addressed by the DtTutment of Boating and Waterways in an inspection of our current boat launching facilities. Placement of the new launch ramf at the west bank of Lodi Lake would allow parking for boat races and other boating eveats, This would mean we could retain more of the park for park users during the annual boat and other events. Parking is provided for the boats plus an additional 56 stalls. As part of the project, the grant provides for restrooma on the west side of the lake. FUNDING: The grant provides 100% funding with an allowance cf 8% of the grant for pn>cessing, engineering and design. It is projected that an additional 546,440 will be needed above the grant allowances for the engineering and design requirements. It is suggested W,4-0 be set aside from the Lodi Lake fund for this project. Ron Williamson. A courtesy dock will parallel the ramp with dimensions of 6' wide by 40' in length. A parking area will be constructed to accommodate approximately 56 cars and 27 car/trailer parking stalls. A restroom will be developed with a total of four toilet fixtures per sex, five sinks, waste receptacles and ancillary facilities. Lighting will be provided at the parking lot and restroom. Landscaping and irrigation will compliment the site. Approximately 600' of access road will connect the packing area with the launch area. RESOLUTION NO. 92-100 RESOLUTION OF CITY OF L.ODI REQUESTING A GRANT IN THE AMOUNT OF $412,000 FROM THE DEPARTMENT OF BOATING AND WATERWAYS FOR THE DEVELOPMENT OF A BOAT LAUNCHING FACILITY AT LODI LAKE WHEREAS, the City of Lodi is desirous of developing a boat launching facility at Lodi Lake to meet the needs of the boaters and to provide public access to the water; and WHEREAS, the Department of Boating and Waterways is authorized to provide grants to cities, counties, districts, and other public agencies for the construction and development of small craft launching facilities; and WHEREAS, the City of Lodi has conducted an inventory of existing boat launching facilities in the area and has determined that the proposed project will not be detrimental to the operations of private boating businesses in the area; and WHEREAS, the City of Lodi has provided a forum tot comments and has determined that the proposed project is needed to provide the public with access to the waterfront. A copy of the public notice, the city council meeting agenda, and public comments concerning the proposed project are submitted as part of the application; and WHEREAS, the City of Lodi has conducted an engineering analysis that showed the project to be financially feasible and economically justified; and WHEREAS, The city of Lodi is willing to enter into an agreement to provide for the operation and maintenance of the proposed facility at no cost to the State; NOW, THEREFORE, BE IT RESOLVED, that the City Council by adoption of this resolution hereby requests that the department of Boating and Waterways provide a grant for the purpose of developing a public use boat launching facility at Lodi Lake; and BE IT FURTHER RESOLVED that the City Council authorizes the city Manager to sign the grant agreement and accept the grant for the purpose stated above. The facility will replace an existing launching facility on the north side of the lake. The new facility will provide a safer. more efficient launching area and will also provide a larger parking area for vehicles and boat trailers. The existing launching area will be removed freeing up more parking for the group picnic area and eliminating existing traffic conflicts between general park users and boaters. The boat launch project will also have a restroom facility and a new access road to Turner Road. The project is designed to leave intact the existing levee surrounding Lodi Lake. Driveways will be designed to go over the levees. Existing tree will be incorporated into the landscape design. Additional trees and landscaping will also be installed. Construction of the boat launching ramp will be done between late fall and late winter when Lodi Lake is empty. This will allow the work to be done with no fmpact on the water quality of the lake or the nearby Mokelumne River. Also, the work will not affect any aquatic life or waterfowl that would be present when the lake is full nor will it affect any recreational activities at the lake. R 14 0
