UnNNEYM ACTION: Ammend contract between the City of Lodi and Paula
J. Fernandez granting promotion and title change to
Associate Traffic Engineer.
3ACKGROUND INFORMATION: On April 17. 1992, Paula J. Fernandet, co* Tact
employee, Assistant Civil Engineer, was issued a
Professional Engineer License as a Traffic Engineer, by
the California Board of Registration for Professional
Enqineers and Land Surveyors. This license grants the licensee similar Professional
Ind legal privileges and responsibilities as those granted with professional
registration as a Civil Engineer. An employee registered as a Civil Engineer
qualifies for the classification as Associate Civil Enqineer. The attainment of the
Traffic Engineer License qualifies the employee for the associate enGineer level of
the class series. Because the Professional Engineers Act prohibits the use of the
word "civil" in a title by an individual not licensed as a Civil Enqineer.
it is recommended she be classified as an Associate Traffic Engineer.

This is to certify that I, Paula J. Fernandez, continue employment with the City of
Lodi in the position of Associate Traffic Engineer at a present base salary of
;3,564.09 per month (80 hours per two-week pay period) on a regular. full-time basis,
and wish to work half-time (job share) .
It is understood that it is my intention to work 40 hours each 80 -hour Pay period.
It is further understood that I will retain all the rights and privileges of a
regular employee as covered by the Memorandum of Understanding (MOU) for the General
Services Unit except as described below:
1. Salary will be prorated to hours worked per pay period.
2. Administrative Leave will be 20 hours per year.
3. Vacation Leave accrual will be 50% of that in the MOU.
4. Sick Leave accrual will be 50% of that in the MOU.
5. Holiday leave will be 50% of that in the MM.
6. Medical and dental insurance coverage will not be provided, however. they may
be reinstated upon employee's contribution of 50% of the current premium and
with evidence of insurability or upon return to full-time status.
7. Long-term disability benefit to be 50% of that provided in the MOU.
8. The City will pay both the employer and employee contributiotis to PERS.
This agreement may be terminated under the following circumstances:
1. With 60 days written notice of the City's desire to fill the Associate
Traffic Engineer position on a full-time basis provided the MY has made a
good faith effort to find another person to fill the other half of the
job -share position.
2. With 30 days written notice of the employee's wish to return to full-time
status, provided the other half-time position is not filled.
3. Upon employee's retirement or separation from City service.

RIESCLVED, that the Lodi City Council hereby approves the amended
contract, Exhibit A attached hereto, between Paula J. Fernandez and the
City of Lodi, granting a promotion and a title change to that of
Associate Traffic Engineer.
