BACKGROUND INFORMATION: The following communication was received between the
dates of April 29, 1992 and May 11, 1992.
Attached marked Exhibit A is a letter from Pacific Gas and Electric Company (PG&E)
advising it had filed Application No. 92-05-003 with the California Public Utilities
Commission (CPUC) in which it requests authority to increase electric and gas rates.
PG&E seeks to recover a total of approximately $10.2 million in costs for two
environmental projects: a groundwater investigation for petroleum hydrocarbons at a
former PG&E service center in Antioch (approx. $240,000) and a soil remediation
project at a former manufactured gas plant site in Sacramento (approx. $9,965,000).
This proposal would result in an increase of electric rates by approximately
$168,000, and gas rates by approximately $10,037,000. This increase to PG&E's
electric and gas rates would be less than one percent.

The Commission will hold hearings before acting on the
proposed rate changes. Parties at those hearinga may offer
proposals to the CPUC which differ substantially from those
requested by the utility. After considering all proposals
presented during the formal hearing process. the Commission
will issue a decision. The actual rates adopted may be
different than those requested.
