HomeMy WebLinkAboutAgenda Report - May 6, 2009 K-03AGENDA ITEM CITY OF LODI COUNCIL COMMUNICATION 7M AGENDA TITLE: Discussion of fees paid for the Lodi Lake Boat House Project MEETING DATE: May, 6,2009 PREPARED BY: Community Development Director RECOMMENDED ACTION: Discuss and take appropriate action on the fees paid for the Lodi Lake Boat House Project. BACKGROUNDIN FORMATION: This item has been placed on the agenda as a matter for City Council consideration. The issue, as staff perceives it, is the City requirementto pay related fees for projects where the community has donated funds. While the project identified is the new Boat House at Lodi Lake, the argument can and has been made over the years regarding a host of other similar projects. The policy question for the City Council is whether these fees should be waived and if so, what will be the funding source for the costs that are incurred as a result of the project. It should be noted that Building Plan Check and Permit fees are routinely identified, but are only a part of the entire fee requirements. Moreover, some fees that are charged are on behalf of other governmental agencies where the City is simply the collection point. For the Boat House project the fee sheet is attached. The total fees paid were $2,598.45. For purposes of additional background, staff has compiled a list of projects that have paid fees over the past five years. This list includes City and other governmental projects, churches, private schools and non-profitsthat were issued a building permit for some purpose. Over the course of this period there has been 138 permits issued which represented $250,967.40 in building fees. Examples of these projects include the tenant improvements for the Superior Court space in the Public Safety Building, remodel of Vinewood Community Church, and a sign for the Boys and Girls Club. Each of these projects required staff time to review submitted plans and inspect work performed. As the City Council is aware, the Building Division operates as an enterprise function. Costs that are incurred must be offset by revenues. FISCAL IMPACT: This is the central question before the City Council.
