Annexation/Reorganization

RECOMMENDED ACTION: That following a public hearing on the matter, the City Council
adopt Resolution No. 92-60 entitled, "A Resolution of the City
Council of the City of Lodi, California Ordering the Century
Meadows Additlon Reorganization Following Notice and Hearing,
Including Annexation to the City of Lodi and Detachment from the Woodbridge Fire
District, the Woodbridge Irrigation District, the Woodbridge Water Users
Conservation District. and the SJC Resource Conservation District".
BACKGROUND INFORMATION: On December 4, 1991. the City Council adopted Resolutlon
No. 91-221 initiating annexation/reorganization proceedings
on the subject parcel.
Following a public hearing regarding the matter held February 21, 1992, the Local
Agency Formation Commission of San Joaquin County determined and ordered the
fol lowing :
Section 1. The Negative Declaration adopted by the City of Lodi. as lead
agency, was reviewed and considered.
Section 2. The above entitled reorganization is approved subject to the terms
and conditions contained herein.
Section 3. The boundaries are hereby approved as submitted, said boundaries
being set forth in Exhibit A.
Section 4. The affected territory is uninhabited.
Section 5. The City of Lodi is designated as the conducting authority ar.d the
City Council is authorired to initiate proceedings for uninhabited
reorganization in accordance with Section 5700 et seq. of the
Government Code.

Attached is a copy of Resolution No. 851 entitled. "Before the Local Agency
Formation Commission of San Joaquin County Resolution Approving Century Meadows
Addition Reorganization (LAFC 28-91) Including Annexation to the City of Lodi and
Detachment from the Woodbridge Fire District, the Woodbridge Irrigation District,
the Woodbridge Water Users Conservatfon District, and the SJC Resource Conservation
District".
On November 20, 1991, the City Council adopted Ordinance Nos. 1531, 1532, 1533 and
1534 which pre.o-_d the subject parcels R-1 and R-2, Single -Family Residential.
This annexauion/,e, 3anization did not have 100% owner consent.
At the March 18, 1992 City Council Meeting the City Council adopted Resolution No.
92-44 directing the City Clerk, pursuant to the State of California Government Code
Section 5700 et seq. to set a public hearing on April 1, 1992 to consider the
Century Meadows Additlon Reorganization including annexation to the City of Lodi and
detachment from the Uoodbridge Fire District, the Woodbridge Irrigation District,
the Woodbridge Water Users Conservation District, and the SJC Resource Conservation
District.
The appropriate advertising and mailings were made pursuant to State statute.

WHEREAS, the above -entitled proposal for the "Century Meadows"
Reorganization, including annexation to the City of Lodi and detachment
from the Woodbridge Fire District, the Woodbridge Irrigation District,
the Woodbridge Water Users Conservation District and the SJC Resource
Conservation District, was initiated by the City of Lodi with adoption
of Resolution No. 91-221 entitled "A Resolution of the Lodi City
Council For Application to the San Joaquin County Local Agency
Formation Commission in the Ratter of the Proposed "Century Meadows
Addition". Including the Detachment of Certain Territory Within the
Area Proposed For Annexation to the City of Lodi" on December 4, 1991,
and on December 31, 1991, the Local Agency Formation Commission of San
Joaquin Executive Officer certified the application filed for
processing in accordance with the Local Government Reorganization Act;
and
YHEREAS, following a public hearing regarding the matter held on
February 21, 1992. the Local Agency Formation Commission of San Joaquin
County adopted Resolution No. 851 - Resolution Approving the Melva Lind
Reorganization (LAFC 28-91) Including Annexation to the City of Lodi
and Detachment from the Woodbridge Fire District, the Woodbridge
Irrigation District, the Woodbridge Water Users Conservation District
and the SJC Resource Conservation District, determining and ordering
the following:
The Negative Declaration adopted by the City of Lodi, as lead

hereby direct the City Clerk, pursuant to State of California
Government Code Section 57000 et seq. to set a public hearing for
Wednesday, April 1, 1992 at 7:30 p.m. to consider the Century Meadows
Addition Reorganization including annexation to the City of Lodi and
detachment from the Yoodbridge Fire District, the Woodbridge Irrigation
District, the Woodbridge Water Users Conservation District and the SJC
Resource Conservation District.

HEARING MAKING DETERMINATIONS
AND ORDERING REORGANIZATION
WITHOUT ELECTION
Section 1. RESOLVED, BY THE CITY COUNCIL OF THE CITY OF LODI that
it 8termines:
a) Preliminary proceedings for the annexation of certain
described contiguous territory to the City of Lodi and
detachment from the Woodbridge Irrigation District, the
Woodbridge Water Users Conservation District, and the SJC
Resource Conservation District were initiated by the
filing of Resolution No. 91-221 with the Local Agency
Formation Comnission of San Joaquin County pursuant to the
requirements of the Local Government Reorganization Act.
b) Thereafter, appropriate proceedings were conducted by said
Local Agency Formation Comnission, and said Comnission on
February 21, 1992. adopted Resolution 850 approving the
proposed annexation with public notice and hearing subject
to the terms and conditions set forth within the subject
resolution.
c) Resolution No. 850 of the Local Agency Formation
Commission approving the proposed annexation also
authorized the City of Lodi as conducting authcrity to
initiate proceedings for uninhabited reorganization in
accordance with Section 57000 et seq. of the
Government Code.
Section 2. BE IT R UHER RESOLVED, BY THE LODI CITY COUNCIL
a) That the reorganization approved subject to the terms and
conditions contained in Local Agency Formation Commission
Resolution Na 850 is CFEEPED without election, pursuant
to Government Code Section 56439(c). The changes o f
organization consist of:
1. Annexation of "Century Meadows Addition" to
the City of Lodi.
2 Detachment of "Century Meadows Addition" fcm the
Woodbridge Fire District, the Woodbridge
Irrigation District, the Woodbridge Water Users
Conse;^vation District, and the SJC Resource
Conservation District.
3. The boundaries are hereby approved as amended,
said boundaries being set forth in Exhibit A

Pursuant to the Coami ss ion' s Resolution No. 851, the Lodi City Council,
in action taken at its April 1, 1992 regular City Council Meeting,
adopted Resolution No. 92-54 ordering the Century Meadows Addition
Annexation/Reorganization, (LAFCO 28-91) without notice and hearing,
including annexation to the City of Lodi and detachment from the
Woodbridge Fire District, the Woodbridge Irrigation District, the
Woodbridge Yater Users Conservation District, and the SJC Resource
Conservation District.
The City of Lodi issued and filed herewith, pursuant to your February
21, 1992 letter. a check in the amount of $480.00 payable to the State
Board of Equalization covering the filing fee.
Also, enclosed herewith please find six certified copies of the
heretofore mentioned Resolution No. 92-54.

Section 1. RESOLVED, BY THE CITY COUNCIL OF THE CITY OF LODI that
It deiirmines :
a) Preliminary proceedings for the annexation of certain
described contiguous territory to the City of Lodi and
detachment from the Woodbridge Irrigation District, the
Woodbridge Hater Users Conservation District. and the SJC
Resource Conservation District were initiated by the
filing of Resolution No. 91 -?21 with the Local Agency
Formation Comnission of San Joaquin County pursuant to the
requirements of the Local Government Reorganization Act,
b) Thereafter, appropriate proceedings were conducted by said
Local Agency Formation Comnission. and said Comnission on
February 21, 1992, adopted Resolution 850 approving the
proposed annexation with public notice and hearing subject
to the terms and conditions set forth within the subject
resolution.
C) Resolution No. 85C of the Local Agency Formation
Comnission approving the proposed annexation also
authorized the City of Lodi as conducting authority to
initiate proceedings for uninhabited reorganization in
accordance with Section 57000 et seq. of the
Government Code.
Section 2. BE IT FURTHER RESOLVED, BY THE LODI CITY COUNCIL
a) That the reorganization approved subject to the terms and
conditions contained in Local Agency Formation Conmission
Resolution No. 850 i s ORDERED without election, pursuant
to Government Code Section 56439(c) . The changes of
organization consist of:
1. Annexation of "Century Meadows Addition" to
the City of Lodi.
2. Detachment of "Century Meadows Addition" fcm the
Woodbridge Fire District, the Woodbridge
Irrigation District. the Woodbridge Water Users
Conservation District, and the SJC Resource 4
Conservation District.
3. The boundaries are hereby approved as amended,
said boundaries being set forth in Exhibit A.
