RECOMMENDED ACTION: That the City Council adopt the attached resolution to purchase
five police patrol sedans from Downtown Ford of Sacramento,
Californfa. the low bidder, who was awarded the contract from
the State of California, Office of Procurement.
BACKGROUND INFORMATION: The City Council authorized the purchase of two police
patrol sedans at the end of last fiscal year at a total
cost per vehicle of $21,000. (The Council Comnunication.
dated June 5, 1991. is attached for reference.) The two
Ford Tauruses we tried to order were not available at that
time because polfce package vehicles were no longer being
produced for 1991. We learned that the 1992 model police
package sedan would be built in December 1991 or January
1992 and that we would have to wait.
The Police Vehicle Committee continued to review which make and model patrol sedan
would best fit the City's needs. and realizing that a reengineered version of the
Ford Crown Victoria would be available, determined that by then, an additional month
until the State of California awarded their bid on the 1992 model CHP special
service vehicle, was worth waiting for. On January 28, 1992. those bids were
opened. The low bidder was Downtown Ford; the car is the redesigned Crown Victoria.

Three vehicles are needed to meet the current replacement schedule and were budgeted
for in this fiscal year. The two Tauruses anticipated last year shoula be ordered
as Crown Victorias instead. All five vehicles are needed for immediate placement in
the Police patrol fleet, especially the two that were approved for replacement in
June of 1991. In short, we are playing catch up because of the delays in ordering
vehicles.
Due also to the delays, we have had an increase in our original cost estimates for
emergency equipment. We've used Dodge Diplomats for approximately the last ten
years; however, now that we are required to change the make and model. there is
additional costs to modify the equipment. i.e., back seat, protective screen,
shotgun rack. radio rack, push bumper. etc.

The Police Vehicle Committee's recommendation at this time is that the Council
authorize the ordering of five 1992 Ford Crown Victoria four -door sedans, plus
options. to meet the State of California specifications, at a cost per vehicle of
$15.580 per car, and that the Council additionally approve the purchase and
installation of safety and emergency equipment, lights, sirens. radios. etc., as
necessary, to completely equip two of the cars as authorized June 5, r9.91, for an
additional $15,000.

BACKGROUND INFORMATION: The Police Department currently has 18 Dodge Diplomat
sedans in active service as patrol vehicles. When the City
learned that the Diplomat would no longer be produced after
1989, five were purchased in 1988 for 510.211.61 each to
provide us with an adequate "reserve" of vehicles anticipated to last through fiscal
year 1991-92. Three of these were put into service under the Dial -A -Ride program in
November 1990 to meet that program's growing needs and to save money. As two other
patrol sedans were retired, they were replaced by the remaining "reserve' units.
The last available unit has now been placed into sewice.
In the last year. a Police Vehicle Committee, comprised of representatives of the
Police and Public Works Departments, has met numerous times to recommend a
replacement patrol sedan from the present nrlws and models in production. Of the
limited selection, the Committee's recommendation at this time is the Ford Taurus at
a price of 514,000 each. After lights, siren, radio, and special safety equipment
are purchased and installed, the cost per vehicle totals $21,000. These two
vehicles must be ordered now in order to meet their replacement schedule.
FUNDING: Since no vehicles were originally scheduled for purchase for 1990-91, no
funds were allocated. Therefore, 542.000 for purchase of two vehicles and support
equipment should be designated from the 12 Eau Tnt Fund.

sedans for and on behalf of the City of Lodi pursuant to Section 10324,
Public Contract Code, and that the City Manager is hereby authorized
and directed to sign and deliver all necessary requests and other
documents in connection therewith for and on behalf of the City of Lodi.
