RECOMMENDED ACTION: That the City Council approve the specifications
for a sewer r/ inspection system and utility van
and authorize advertising for bids to be received
Wednesday, April 1, 1992.
BACKGROUND INFORMATION: Funds to purchase the sewer TV equipment and
van for the water/wastewater division service
crews were approved in the 1991-92
operation/maintenance budget. The sewer rV
system and van will replace an old unit and is essential in light of
the planned new residential areas for new sewer/storm/water line
inspections. Attached is the budget request outlining the need and
uses for the requested eq_l,ipment.

JUSTIFICATION
The requested unit will replace a 1981 Television Inspection Equipment System. The van
the equipment was installed in is a 1979 Ford Van. This system over the last ten years
has saved the City of Lodi perhaps a half a million dollars in future repairs,
corrections and liabilities by detecting faulty sewer and storm lines. This unit was
fully depreciated in 1989.
When the existing system was justified to Administration it was estimated the $40,000
expense should pay for itself within, two years (by finding defective subdivision work.}'
Actually the system more then twice paid for itself with Tying the first new Industrial
Assessment District en Cluff Avenue. The contractor performing correctional work after
TV Inspection, had reportedly spent $86,000 in repairs on sewer lines which the City
would have been responsible for had the work been otherwise accepted.
The TV inspection equipmentoas also been used to TV inspect about one third of the 70
year old sewers cn the east "side to access conditions for aiding in developing proper
plans for upgrading this area. The existing camera has been instrumental in trouble-
shooting other trouble spots within the sewer system for corrective design by our
engineering staff (School Street near Post Office and Joaquin Street).
The existing system is housed in an undersized vehicle.. In the last two years we have
had 5-6 major breakdown cf the equipment. Repairs and parts Over the last two years
have cost the City between $4,000 to $6,000 per year. Additionally this causes loss ce
work time for the crew cf four to trouble -shoot the unit and when it cannot be repaired
they must be reassigned other work. For repairs the TV System must then be driven to
Sacramento and later retrieved each time tying up two employees.
The outdated systems camera can no longer be replaced with a like camera. The
instrumentation and control panel are also outdated and the state of the art has
improved dramatically. New systems have cameras with a " 360 rotating head/lens for
close inspections cf joints, laterals and possible cracks.
Currently 70% of Tying is performed on new or existing sanitary sewers and 30% on new or
existing storm systems. Therefore, the cost of an approved new unit should be split 70%
sanitary system and 30\ storm system.
The requested system needs to be accompanied with a utility step van and portable radiio.

• If thin equipment purchase is approved an additional $11,000 can be reduced in the 17-
404.01 Operational and Maintenance Account functions 352 and 359 due to no need for
repair of existing equipment.
