HomeMy WebLinkAboutAgenda Report - March 18, 1992 (81)O` 0/ CITY OF LODI COUNCIL COMMUNICATION AGENDA TITLE: Program Supplement to State -Local Master Agreement IISLTPP-5154 for Cherokee Lane Improvements, Kettleman Lane to Delores Street MEETING DATE: March 18, 1992 PREPARED BY: Public We:-ks Director RECOMMENDED ACTION: That the City Council adopt a resolution approving Program Supplement N4 to the State -Local Master Agreement MSLTPP-5154 covering the street improvements to Cherokee Lane, Kettleman Lane to Delores Street, appropriate $75,000 from the TGA Fund and $21,260 from the State -Local Partnership Program Fund to cover this work. BACKGROUND INFORMATION: This is another project using State -Local Partnership Program funds as provided b;• Section 2600 et seq. of the Streets and Higi:ways Code. The amount that the City will receive from the State under this project is approximately $21,000 which is 30% of the eligible portion of the project. Because we changed the limits of the project after the initial application was made to the State, that portion of work being done south of Kettleman Lane will not be eligible under this project. We will be receiving 30% of the eligible amount, however, that is only approximately 25% of the total project. At the time this project was originally budgeted in the 1989-90 Capital Improvement Projects, it was funded using gas tax money. Because we have now applied for and received State -Local Transportation Partnership money, this project cannot be matched using gas tax funds. We must use TDA funds on the nroject, so we are requesting that TDA funds be appropriated to cover the matching portion of this priject and the gas tax funds remaining in the project account be put back into the gas tax fund balance. The tctal amount of State -Local Transportation Partnership funds payable by the State shall not exceed $21266 to be encumbered and reimbursed as follows: FY 91-92 $ 21266 FY 92-93 0 FY 93-94 0 Any increase in State Partnership funds will require a revised proqram supplement. Any decrease in State Partnership funds will requirs'a revised finance letter. 2. Th& State Funds Share is calculated based on the lower of the approved eligible application amount or the eligible award amount. 3. The Reimbursemont Ratio for this Cycle 2 (31/92) project is 30.02%. 4. State share funds are based on the eligible portion of the contract low bid plus 10 percent.
