(AGENDA TITLE: Amendment to Sewer Ordinance Related to Grease

ACTION: That the City Council table this item and
discontinue and further action on amending the
sewer ordinance and setting of rates for grease
interceptor waste.
BACKGROUND INFORMATION: At the February 5, 1992 Public Hearing,
Council directed staff to come back with
additional information prior to its adoption
of the sewer ordinance amendment.
After further survey by staff it has been learned that of five local
;firms which remove grease from interceptors a year ago, one no longer
hauls grease, two haul to 1TRE (a recently completed $1.5 million
dollar state of the art grease and oil recycling facility in Stockton).
ITRE charges around $0.14 or $0.15 per gallon depending on negotiations
with each hauler. A fourth hauler recycles their grease into animal
feed. A fifth hauler has asked the City of Lodi to consider receiving
their collected grease. For whatever reason, this fifth hauler is
reluctant to take their grease to ITRE. There are presently three
firms which are hauling grease and servicing Lodi businesses.
As was pointed out in the attached February 5, 1992 Council
Communication, the City of Lodi`s wastewater treatment facility has not
been designed to process grease waste and thus the City would be
required to contract with a local grease recycler (ITRE) to handle any
grease accepted. Exhibit A of the attached Council Communication shows
the costs the City would incur by accepting and processing grease
waste.
If the City is to provide this service a 50.25/gallon minimum fee would
have to be ddopted. This $0.25/gallon fee is based on normal usage by
all area grease haulers. It is doubtful the two existing haulers would
abandon their negotiatAd contracts with ITRE at approximately
50.15/gallon for our $0.25/gallon fee. Therefore the 50.25/gallon fee
would probably have to be increased.

Now that reliable grease recycling is available to area haulers at
costs significantly less than what the City would be required to
charge, it is recommended the City not get into the grease disposal
business.

BACKGROUND INFORMATION: The City's of Godi's wastewater treatment facility has been
contacted by several local grease haulers investigating the
possibility of c'.}urping collected grease interceptor waste
at the City of Lomdi's treatment facility. These haulers have been takinv tha urease
waste to the City of Stockton and the County of Sacramento wastewater treatment
facilities. These two facilities have recently stopped accepting grease waste from
outside their service areas.
The City of Lodi's wastewater treatment facility has not been designed to process
grease waste and thus would be required tci contract with a local grease recycler to
handle any grease accepted. The attachment (Exhibit A) shows the estimated volumes
and costs the City would incur by accepting grease waste.
If the City is to provide this service a fee of ;0.25/gallon would have to be
adopted. Additionally, the attached Amendment (Exhibit 8) would have to be adopted
in the Sewer Ordinance.
I� should be pointed out that if the local grease haulers were to truck this grease
waste directly to a recycling iizm in Stockton they Would only pay $0.1 gallon for
disposal. One of the grease hauling firms indicated to City staff that in their
opinion (grease hauler) the recycling firm in Stockton has a monopoly and it is
unfair to have such. It is for this rsasa�e grease haulers have asked for our
consideration to accept grease:

City Costs to Dispose of Grease Interceptor Waste
A Stockton firm which would park a tanker at White Slough, charges $864.50 for
a full load which is 6175 gallons of grease. (The charge is the same whether
the tanker is full or not.) The firm also charges $57-00 per day demurrage for
any time over 7 days that the tanker is kept.
Estimate of grease volumes that might be generated and delivered to the White
Slough Water Pollution Control Facility:
o Approximately 75 grease interceptors in the City x 2 cleaning/year
x 1000 gals/cleaning = 2885 gals/week - 52 weeks/year = 412
gals/day.
6175 gals/tanker - 412 gals/day = 15 days to fill the tanker

$864.50/tanker + 8 days demurrage x $57/day - 6175 gals/tanker
_ $0.214/gal
o Laboratory Costs (associated with required testing to assure grease
isn't contaminated with hazardous waste)
6 test at $228 ea. per every 10 tanker loads at 6175 gals/tanker
= $0.028/gal
o Operations Costs (associated with receiving and permitting each
load)
Inspector time = 2.0 hour ($15.57/hr)/10 tankers = $0-000519al
Operator tame = 0.25 hour ($14.65/hr)/1000 gals = $0.0037/4al
n Overhead Costs (associated with billing)
49.12% x (Inspec. time $0.0005/gal + Op. time $0.0037/gal)
= $0.0021/gal

AMENDMENT TO SEWER ORDINANCE
13.12.115 Grease Interceptor Waste and Fees.
B.
The City will accept grease interceptor waste, collected and
transported to the treatment plant. Charges for the discharge of
grease interceptor waste shall be based on the cost to' the City
of storage, transport, and recycling of the grease. A discharger
additionally accepts liability for all disposal costs of grease
interceptor waste which is found to be contaminated or in
violation of any city, state, or federal laws or regulations. A
wastewater discharge permit is required prior to any grease
discharges. Charges will be those established and adopted by the
City Council from time to time by resol.ut ion.

AMENDING LODI MUNICIPAL CODE CHAPTER 13.12 - SEWER SERVICE,
SECTION 13.12.115, RELATING TO GREASE INTERCEPTOR WASTE AND FEES

BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LODI AS FOLLOWS:
SECTION 1. Lodi Municipal Code Chapter 13.12 - Sewer Service, Section
13.12.115 - Grease, oil and sand interceptors - is hereby amended to
designate the .existing language as paragraph A„ and to add a new
paragraph B., as follows:
13.12.115. Grease, oil an-&-s-and interceptors.
A_ (No modification of existing language.)
B. Grease Interceptor Waste and Fees.
The City will accept grease interceptor waste,
collected and transported to the treatment plant. Charges
for the discharge of grease interceptor waste shall be
based on the cost to the City of storage. transport, and
recycling of the grease. A discharger additionally
accepts licbility for all disposal costs of grease
interceptor waste which is found to be contaminated or in
violation of any city, state. or federal 1aw:� or
regulations. A wastewater discharge permit is required
prior to any grease discharges. Charges will be those
