HomeMy WebLinkAboutAgenda Report - December 17, 2008 E-10AGENDA ITEM E'er 10 A� CITY OF LODI COUNCIL COMMUNICATION M AGENDA TITLE: Adopt Resolution Authorizing Local Match from Prop IBand Other Funds to the MK -Smart Growth Incentive Program (MK-SGIP) Infrastructure Grantfor Lodi Avenue Improvement Project MEETING DATE: December 17,2008 PREPAREDBY: Public Works Director RECOMMENDED ACTION: Adopt a resolution authorizing a local match from Prop 1 B and other funds to the MK -Smart Growth Incentive Program (MK-SGIP) infrastructure grant for Lodi Avenue Improvement Project. BACKGROUND INFORMATION: On July 2, 2008, City Council adopted a resolution authorizing staff to submit a MK-SGIP grant application. At the October SJCOG Board meeting, an MK-SGIP grant was awarded in the amount of $750,000 to the Lodi Avenue Improvement Project. SJCOG has requested a local match be adopted by City Council resolution. The types of improvements eligible for grant funding include infrastructure improvements which encourage pedestrian, bicycle and transit trips; transit access improvements; street calming, enhanced lighting and streetscape improvement projects; and walkable community project improvements. Without the MK-SGIPfunds, the project will not include enhanced improvements and would resemble a typical street maintenance project. The total estimated project cost is $3,724,140 and the funding sources for the project are comprised of $1,900,000 in Proposition 1 B, $179,140 in TDA Transit/Streets, $250,000 in CDBG, $80,000 in Art in Public Places, $565,000 in Measure K Local Street Repair, and $750,000 MK-SGIP grant. Fernandez, Senior Traffic Engineer FW51PJFlpmf APPROVED: Blame I , ity Manager K:1WP1TftANSIT\Cmksmart.doC 1211212008 RESOLUTION NO. 2008-245 A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING LOCAL MATCH TO THE MK -SMART GROWTH INCENTIVE PROGRAM INFRASTRUCTURE GRANT FOR LODI AVENUE IMPROVEMENT PROJECT NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby authorize a local match to the MK -Smart Growth Incentive Program (MK-SGIP) infrastructure grant for Lodi Avenue Improvement Project; and BE IT FURTHER RESOLVED that at the October San Joaquin Council of Governments (SJCOG) Board meeting, an MK-SGIP grant was awarded in the amount of $750,000 to the Lodi Avenue Improvement Project; and BE IT FURTHER RESOLVED that the City Council hereby verifies that the purpose of the MK-SGIP grant is to provide infrastructure improvements to Lodi Avenue that encourage pedestrian, bicycle, and transit trips; transit access improvements; street calming, enhanced lighting and streetscape improvement projects; and walkable community project improvements; and BE IT FURTHER RESOLVED that the City Council hereby identifies 50% matching funds in the amount of $750,000, comprised of several available sources including $1,900,000 in Proposition 1B, $179,140 in Transportation Development Act Transit/Streets, $250,000 in Community Development Block Grant, $80,000 in Art in Public Places, and $565,000 in Measure K Local Street Repair. The total estimated project cost is $3,724,140.
