AGENDA TITLE: Adopt Resolution Apppproving Application to San Joaquin Council of
Governments (SJCOG) for Proposition 1B and State Transit Assistance (STA)
Program Funds and Authorizing Transportation Manager to Submit All
Necessary Paperwork

RECOMMENDED ACTION: Adopt a resolution approving the applicationto San Joaquin Council
of Governments (SJCOG) for Proposition 1 B and State Transit
Assistance (STA) Program funds and authorizing the Transportation
Manager to submit all necessary paperwork.
BACKGROUND INFORMATION: With the voter approval of Proposition 1B, several classifications of
funding were established by the California Legislature. For Transit,
Transit Capital and Security funds were established that are
allocated by the State through SJCOG. Two funding programswere
created: 1) Public Transportation Modernization, Improvement, and Service Enhancement Account
(PTMISEA) for capital improvements, and 2) Transit System Safety, Security and Disaster Response
Fund (TSSSDR) for security improvements. The funds (approximately $3.5 million for the current fiscal
year) are distributed to eligible transit providers (Lodi, Escalon, Ripon, Tracy, Manteca, the Regional
Transit District, and the Regional Rail Commission) at the discretion of SJCOG. Typically, through a
collaborative process, SJCOG and the STA Policy Review Committee determine the funding distribution
amongst eligible agency applicants. The project funding requests will be presented for approval at the
November or December SJCOG Board meeting.
For the current fiscal year, staff intends to request a portion of the PTMISEAfunding for a solar electric
panel system at the new Municipal Service Center Transit Maintenance Facility and a replacement
Compressed Natural Gas (CNG) bus; and TSSSDR funds for the upgraded safety lighting and security
cameras at the Lodi Station Parking Structure, for a total amount of $1,040,000. A Council resolution
approving the applications is required in the submittal packages.
FISCAL IMPACT: The cost of the improvements will be fully covered by the Proposition 1 B
and STA funds, and there is no match requirement if selected projects are
fully funded. If the selected project does not receive the full amount
requested, the project will be postponed if other funds are not available.
Lack of a Council resolution will eliminate the opportunity to apply for the funds.
FUNDING AVAILABLE: Funding will be made available through this allocation.

A RESOLUTION OF THE LODI CITY COUNCIL
APPROVING APPLICATIONTO SAN JOAQUIN COUNCIL OF
GOVERNMENTS FOR PROPOSITION 1 BAND STATE
TRANSIT ASSISTANCE FUNDS AND FURTHER
AUTHORIZING THE TRANSPORTATION MANAGER TO
SUBMIT ALL NECESSARY PAPERWORK
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby
approve the application to San Joaquin Council of Governments for Proposition 1 B and
State Transit Assistance funds; and
BE IT FURTHER RESOLVED that the City Council does hereby authorize the
Transportation Managerto submit all necessary paperwork; and
BE IT FURTHER RESOLVED that the City Council does hereby authorize the
Transportation Manager to execute for and on behalf of the City of Lodi, a public entity
established under the laws of the State of California, any actions necessary for the
purpose of obtaining financial assistance provided by the Governor's Office of Homeland
Security.
