RECOMMENDED ACTION: Approve a resolution amending the position control to add two new
Electric LinemanlLinewoman positions.
BACKGROUND INFORMATION: The Electric Utility Department (EUD) currently has approved
position allocations for three Electric Foremen/Forewomen, three
Electric LinemenlLinewomen, and two Electric Line Apprentices, all
of which are filled.
EUD needs two crews to meet minimum electric system maintenance goals. Each crew is composed of
one Foreman, two Linemen and one Apprentice. Given that one Foreman is assigned to supervise
contract tree -trimming crews (along with performing system inspections and other duties) and one
Lineman is needed to assist in substation maintenance work, there is a shortfall of two Electric
LinemenlLinewomen.
The shortfall has been managed by using contract lineworkersfrom the International Brotherhood of
Electrical Workers hiring hall. Contract workers, however, cost more than department -staffed positions
and have a relatively high turnover rate. The new positions, when filled, would reduce the need for
contract lineworkers and provide more reliable staffing.
The table below shows the historical level of budgeted lineworker positions and documents the need for
same.

proposed regular positions.

A RESOLUTION OFTHE LOD] CITY COUNCILAMENDING THE
POSITION CONTROL FOR THE ELECTRIC UTILITYTO ADD TWO
NEW ELECTRIC LINEMAN/LINEWOMAN POSITIONS
WHEREAS, to be most productive, the City of Lodi Electric Utility requires five
Electric Lineman/Linewoman positions; and
WHEREAS, the City of Lodi Electric Utility position control currently allocates
three Electric Lin eman/Linewoman positions; and
WHEREAS, new Electric Lineman/Linewoman positions, when filled, would
reducethe costfor the contract Linementhey would displace.
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby
amend the position control for the Lodi Electric Utility to add two Electric
Lineman/Linewoman positions, bringing the total Electric Lineman/Linewoman
allocations to five.
