RECOMMENDED ACTION: Accept the Lodi Avenue Design Guideline Report, authorize staff to
proceed with preparation of plans and specifications to construct
project, and adopt resolution authorizing staff to submit Measure K
Smart Growth Incentive Program grant application.
BACKGROUND INFORMATION: In 2007, staff initiated the planning steps for reconstruction of
Lodi Avenue from Cherokee Lane to Union Pacific Railroad. City
staff presented Lodi Avenue Design Guideline project information to
City Council at a Shirtsleeve Session in April 2008. As presented at
the Shirtsleeve Session, Exhibit A provides a summary of project outreach efforts, milestone actions, and
the proposed implementation schedule.
The following direction is requested from the City Council in order to move the project to construction in
2009:
1. Accept the Lodi Avenue Desiqn Guideline Report
Over the past year, City staff has worked with the planning design consultant, Moore lacofano Goltsman
(MIG). on organizing and facilitating several steering committee meetings, a walking tour, two community
workshops, design guidelines, and preliminary design alternatives for the Lodi Avenue Project. This
project is a continuation of the Lodi Central City Railroad Safety Improvement Project and the 2005106
Eastside Mobility and Access Plan (EMAP). Through the public workshops and steering committee input,
MIG developed two alternatives with phasing strategy as described below:
Alternative 1 provides a four -lane roadway with bulb -outs at key intersections and adjacent to various
residential or commercial areas for landscaping or plaza seating and a four -foot raised landscaping
median. Phase 1 (Exhibit B) provides pavement -treated crosswalks, handicapped ramps at ail corner
crosswalks, improved signage and pedestrian amenities, and improved street lighting. Phase 2
(Exhibit C) provides additional bulb -outs adjacent to various residential or commercial areas for
landscaping or plaza seating. The extent of the pedestrian, street lighting, traffic calming, and median
elements will in part be determined by the funding that can be secured for the project.
Alternative 2 (Exhibit D) provides a two-lane roadway, wider center median treatment, wider sidewalk and
landscape strip. This alternative is considerably more expensive than Alternative 1 and requires
additional detailed traffic and environmental studies. As pedestrian activity substantially increases along
Lodi Avenue, the street can transform into a fully pedestrian -oriented environment with 12-foottree-lined
sidewalks between Cherokee Lane and Stockton Street.

A summary presentation of the Design Guideline Reportwill be given to the City Council. A copy of the
entire report is on file in the Public Works Department. Staff recommends City Council accept the Design
Guideline Report. At this time, staff recommends Council move forward with the implementation of
Alternative 1.
2. Authorize Staff to Proceed with Preparation of Plans and Specifications
Staff recommends City Council authorize City staff to proceed with the preparation of the plans and
specifications for Alternative 1 (existing four -lane configuration) as described above. Since the project is
funding constrained, the project design will include features such as bulb -outs, medians, improved street
lighting, upgraded traffic signal equipment, landscaping, and street furniture as permitted by the secured
funding.
At this time, the City has received Proposition (Prop)1 B funds ($1,019,665) for FY 2007108 for
Lodi Avenue improvements. In July 2008, City staff will submit anotherfunding proposal request to the
State Department of Financefor additional Prop 1 B funds ($900, 0000armarked for FY 2008109. Other
funding sources include Electric Utility Department Public Benefit, Transportation Development Act
(TDA), Community Development Block Grant (CDBG), and Measure K Smart Growth Incentive Program
grant funds. The approximately $2 million in Prop 1 B funds would be sufficient to remove the railroad
tracks; reconstructfour travel lanes plus parking; and install striping/legends, pedestrian signage,
pedestrian enhanced crosswalks, signal loop detection, handicapped ramps, and improved
ADA -compliant driveways.
3. Adopt Resolution Authorizing Staff to Submit a Measure K Smart Growth Incentive Proaram
Grant Application
After City Council's approval, City staff will submit a Measure K Smart Growth Incentive Program grant
aor lication. San Joaquin Council of Government has a total of $1.5 million identified this year for Smart
Growth Incentive Program projects for local agencies. The types of improvements include infrastructure
improvements which encourage pedestrian, bicycle and transit trips; transit access improvements; street
calming and streetscape improvement projects; and walkable community projects. The grant application
will include these types of improvementsfor the Lodi Avenue project.
FISCAL IMPACT: None at this time.
FUNDING AVAILABLE: Proposition 1B funding ($120,000 in-house surveying and design
engineering)

A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING
SUBMISSION OF MEASURE K SMART GROWTH INCENTIVE
PROGRAM GRANT APPLICATION TO SAN JOAQUIN
COUNCIL OF GOVERNMENTS
WHEREAS, over the past year, City staff has worked with the planning design
consultant, Moore lacofano Goltsman, on organizing and facilitating several steering committee
meetings, walking tour, two community workshops, preparing design guidelines, and preliminary
design alternatives for Lodi Avenue from Cherokee Lane to the Union Pacific Railroad. The
project is a continuation of the Lodi Central City Railroad Safety Improvement Project and the
2005/2006 Eastside Mobility and Access Plan; and
WHEREAS, San Joaquin Council of Governments has a total of $1.5 million identified
this year for Measure K Smart Growth Incentive Program projectsfor local agencies; and
WHEREAS, the types of improvements included in the Measure K Smart Growth
Incentive Program include infrastructure improvements, which encourage pedestrian, bicycle
and transit trips; transit improvements; street calming and streetscape improvement projects;
and walkable community projects; and
WHEREAS, the Measure K Smart Growth Incentive Program grant application will
include these types of improvements for Lodi Avenue.
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby
authorize staff to submit a Measure K Smart Growth Incentive Program grant application to the
San Joaquin Council of Governments for funding for improvements to Lodi Avenue from
Cherokee Lane to the Union Pacific Railroad.
