HomeMy WebLinkAboutAgenda Report - May 7, 2008 E-11AGENDA ITEM Ell CITY OF LODI COUNCIL COMMUNICATION TM AGENDA TITLE: Adopt Resolution Approving Submittal of Grant Documents to Office of Homeland Security for Proposition 1 B Transit Security Funds and Authorizing Transportation Managerto Submit All Necessary Paperwork and Reimbursement Requests MEETING DATE: May 7, 2008 PREPARED BY: Public Works Director RECOMMENDED ACTION: Adopt a resolution approving submittal of grant documents to the Office of Homeland Security (OHS) for Proposition 1 B Transit Security Funds and authorizing the Transportation Manager to submit all necessary paperwork and reimbursement requests. BACKGROUND INFORMATION: With the voter approval of Proposition 113, which provided bond funding for Transportation projects, several classifications of funding were established bythe California Legislature. For Transit, the classifications include Capital funds which are allocated by the State through the San Joaquin Council of Governments (SJCOG), as well as Transit security funds which are split between a direct allocation to the City by OHS and a discretionary allocation which is allocated by OHS to SJCOG who in return sub -allocates to the Transit properties. The City of Lodi has been directly allocated $3,731 for the current fiscal year by OHS and should receive additional funding in the upcoming fiscal years. Staff has recommended approval of all current and subsequent grant documents to allow for the timely use of the funding. Unlike most grant programs, bond funds are deposited prior to expense and, therefore, are more easily used to fund these projects. In addition to the direct allocation from OHS, the City has been allocated $50,000 from SJCOG for the current fiscal year and is working with SJCOG staff on the submittal of that paperwork. For the current fiscal year, staff intends to utilize the funding to purchase and install a card key access system for the Lodi Multi -Modal Station, Lodi Station Parking Structure and new MSC Transit Vehicle Maintenance Shop. In addition, funds will be used to purchase fencing and video cameras to secure Transit vehicles parked off-site. FISCAL IMPACT: The cost of the security improvementswill be fully covered by the Prop 1 B Transit security funds, and there is no match requirement. Failure to adopt the resolution and claim the funding could result in the funds being re-allocatedto anotherjurisdiction. Transportation Manager APPROVED: / ,City Manager K MPJRANSMC5ecurity Grants doc 4/30!200$ RESOLUTION NO. 2008-79 A RESOLUTION OF THE LODI CITY COU NCI LAPPROVING SUBMITTAL OF GRANT DOCUMENTS TO THE OFFICE OF HOMELAND SECURITY FOR PROPOSITION 1 B TRANSIT SECURITY FUNDS AND FURTHER AUTHORIZING THE TRANSPORTATION MANAGER TO SUBMIT ALL NECESSARY PAPERWORKAND REIMBURSEMENT REQUESTS NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby approve the submittal of grant documents to the Office of Homeland Security for Proposition 1B security funds; and BE IT FURTHER RESOLVED that the City Council does hereby authorize the Transportation Manager to submit all necessary paperwork and reimbursement requests.
