RECOMMENDED ACTION: Adopt a resolution awarding the purchase of a 55' Material Handling
Bucket Truck to Altec Industries Inc., of Dixon. California.
BACKGROUND INFORMATION: On March 19,2008, the City Council approved specifications and
authorized advertisement for bidsfor a 55' material handling bucket
truck.
The following bid was received and opened on April 10, 2008,

Terex Utilities Inc (manufacturer of Terex equipment) of Sacramento, California and American Truck and
Trailer (a representative of Versalift) of Tracy, California do not manufacture a boom or 1 i equipment as
specified and elected not to submit bid proposalsfor this solicitation.
The material handling bucket truck will be a replacementfor an aged bucket truck (#09002) which was
sold at auction in October 2007 for $9,100. (For information, the Electric Utility Department (EUD) also
sold a surplus "digger derrick truck to Merced Irrigation District in December2006 for $183,165.)
A significant portion of the Department's distribution and sub -transmission system is composed of
overhead power lines. Construction, maintenance and inspection of overhead lines are performed most
efficiently, rapidly and safely from bucket trucks. The demand on the Department's existing buckettruck,
which is shared by two crews, has been significant. As a result, this specialized piece of equipment is
only available for some jobs, resulting in inefficient utilization of staff and delays in completing work. This
situation is compounded during times when the existing bucket truck is unavailable due to break downs
and/or required maintenance.
FISCAL IMPACT: Allow staff to complete construction projects and Service restoration in a timely
manner.

A RESOLUTION OF THE LODI CITY COUNCIL AWARDING THE
PURCHASE OF A 55' MATERIAL HANDLING BUCKET TRUCK
WHEREAS, in answer to notice duly published in accordance with law and the order of this
City Council, one sealed bid was received and publicly opened on April 10, 2008, at 11:00 a.m. for
the purchase of a 55' material handling bucket truck for the Electric Utility Department, described in
the specifications therefore approved by the City Council on March 19, 2008; and
WHEREAS, said bid has been compared, checked, and tabulated and a report thereof filed
with the City Manager as follows:
Altec Industries, Dixon, CA
$197,452.95
Terex Utilities Inc, Sacramento, CA no bid
American Truck & Trailer, Tracy, CA no bid
Note: The two no -bid companies do not manufacture a boom or lift equipment as specified and elected not
to submit bid proposals for this solicitation.
WHEREAS, staff recommends that the City Council award the bid to Altec Industries, of
Dixon, California, in the amount of $197,452.95.
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby award the
bid for the purchase of a 55' material handling bucket truck for the Electric Utility Department to
Altec Industries, of Dixon, California, in the amount of $197,452.95; and
BE IT FURTHER RESOLVED that funds be appropriated from the unencumbered bond
proceeds (Electric Utility Department 1999 Certificate of Participation Series A) for this purchase.
