AGENDA TITLE: Adopt resolution authoring the non-competitive purchase of boat dock components
and installation of components, to EZ -Dock of Monet, MO for the Lodi Lake Boat
House improvements ($35,495)

RECOMMENDED ACTION: Adopt resolution authoring the non-competitive purchase of boat
dock components and installation of components to EZ -Dock of
Monet, MO for the Lodi Lake Boat House improvements ($35,495).
BACKGROUND INFORMATION: Parks and Recreation staff has extensively researched handicap
accessible canoe and kayak launches for the newly installed boat
house. The components offered through EZ -Dock of Monet, MO is
the only floating dock and lift system man ufactu rer that offers a port
built system specifically for canoes and kayaks. The modular components will include an accessible
aluminum gangway attached to the existing concrete boat house decking, (5) floating dock sections and
(1) handicap accessible canoe and kayak launch installed by EZ -Dock.
The launch will provide new recreational class opportunities for the casual and advanced kayaker
interested in fishing, photography or general paddle use of the lake or river.
Lodi Municipal Code 3.20.070 allows the dispensing of bids when City Council determines it is the best
method of purchase. Staff recommends the non-competitive purchase of the EZ -Dock components and
installation.
FISCAL IMPACT: There is no direct impactto the Parks and Recreation Department budget
for the EZ -Dock components and installation. The funds in the Parks and
Recreation donation account will support the purchase and installation of
this project in its entirety.
FUNDING AVAILABLE: Funds have been allocated from the Parks and
Recreation Donations Account to Account 1212029
for this project $35,495

Ice has no affect on the EZ Dock System which is used in some

A RESOLUTION OF THE LODI CITY COUNCIL
AUTHORIZING THE NON-COMPETITIVE PURCHASE
OF BOAT DOCK COMPONENTS AND INSTALLATION
OF COMPONENTS FOR THE LODI LAKE
BOAT HOUSE IMPROVEMENTS

WHEREAS, the Parks and Recreation staff has extensively researched handicap accessible
canoe and kayak launches for the newly installed boathouse; and
WHEREAS, the components offered through EZ -Dock of Monet, MO, is the only floating
dock and lift system manufacturer that offers a port built system specificallyfor canoes and kayaks;
and
WHEREAS, the modular components will include an accessible aluminum gangway
attached to the existing concrete boat house decking, five floating dock sections, and one handicap
accessible canoe and kayak launch installed by EZ -Dock; and
WHEREAS, the launch will provide new recreational class opportunities for the casual and
advanced kayaker interested in fishing, photography, or general paddle use of the lake or river; and
WHEREAS, Lodi Municipal Code Section 3.20.070 allows the dispensing of bids when the
City Council determines it is the best method of purchase; and
WHEREAS, staff recommends the non-competitive purchase of the EZ -Dock components
and installation.
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby approve the
non-competitive purchase of boat dock components and installation of components to EZ -Dock, of
Monet, MO, for the Lodi Lake boat house improvements in an amount not to exceed $35.495.
