AGENDA TITLE: Public Hearing to Consider Resolution Adopting Federal Fiscal Year 2009 Program
of Transit Projects

RECOMMENDED ACTION: Conduct a public hearing to consider a resolution adopting the Transit
Division's Federal Fiscal Year 2009 Program of Transit Projects.
BACKGROUND INFORMATION: The City of Lodi is required to hold a public hearing to allow the
public an opportunity to comment on the City's transit projects
funded by the Federal Transit Administration (FTA). In the past,
very few, if any, comments have been given regarding the use of
federal funds for transit projects. Staff expects the same this year. The program of projects was
published in the Lodi News Sentinel. For FFY 2009, the program of projects for the City of Lodi is as
follows:

Stimulus Projects:
Transit Maintenance Shop Solar Project $1,000,000
Transit Facilities Security Systems $ 775,000
Transit Security Automated Fare Boxes $ 510,000
Transit Bus Stop Shelters, Turn Outs and Amenities $ 225,000

$2,510,000
The category of Facility Upgrades allows for the Transit Division to budget a lump sum amount to use
throughout the year on a variety of maintenance and security related upgrades to the Lodi Station,
Lodi Station Parking Structure and the Municipal Service Center Transit Maintenance facility. Examples
of items that can be funded include small parts and tools, lifts, repair to facilities, and security
enhancements at the facilities.
In cooperation with San Joaquin Council of Government (SJCOG) and Caltrans, City staff has submitted
the above American Recovery and ReinvestmentA d (ARRA) or Stimulus projects for funding

consideration. PreliminaryARRA Transit (UrbanizedArea Section 5307 Formula) apportionments for the
City of Lodi are estimated to be $1,623,000.
Another ARRA component is the New Energy Program, which provides discretionary funds that are
awarded on competitive solicitation and selection procedures. Guidelines for applying for these funds will
not be issued for several weeks, but staff intends to submit an application for the Transit Maintenance
Shop Solar Project. If the City of Lodi is unsuccessful in receiving New Energy funds, then this project
will be submitted for ARRA/Urbanized Area Formulafunding.
FISCAL IMPACT: This will allow the City of Lodi to claim and receive FTA funding for the
Federal Fiscal Year 2009. These funds will pay for ongoing operations, as
well as needed capital improvements.
