BACKGROUND INFORMATION: A Public Hearing is required as part of the Federal requirements of the Community Development Block Grant (CDBG) program. In June 2008, the Council authorized staff to pursue becoming an entitlement community under the CDBG Program, beginning with the 2009110 fiscal year. By becoming an entitlement community, the City has the opportunity to receive a larger annual CDBG allocation, but must comply with additional administrative requirements. There are three documents that are required by HUD of any jurisdiction seeking to receive CDBG funds, collectively called the Consolidated Plan documents. The Consolidated Plan is a five-year plan for identifying and addressing community needs. The Plan contains an assessment that defines housing and community development needs for low-income persons and families, as well as a variety of special needs populations. including homeless, elderly, and disabled persons. The needs assessment is based on Census data, other available data sources, and input from community residents and service providers. The second component of the Consolidated Plan is a strategic plan, which lays out the City's method for expending CDBG funds over the five-year period and sets goals and priorities for each type of eligible activity. The Action Plan is the Consolidated Plan's annual implementing document. The Action Plan provides a detailed description of each activity proposed for the fiscal year. It also contains the City's CDBG budget and goals for the fiscal year. The Citizen Participation Plan provides the policies and procedures for ensuring public access to CDBG program documents, including noticing and publication requirements. The goal of the Citizen Participation Plan is to give all citizens adequate opportunity to provide comments on CDBG goals, activities, budgets, and reports. APPROVED: BI g, City Manager Set Public Hearing for CDBG Consolidated Plan March 18, 2009 Page 2 of 2 Funding Allocation According to HUD, Lodi's preliminary CDBG allocation for 2009110 is $743,500. Final allocations are typically released by HUD in February or March. Allocations are not currently anticipated to differ significantly from the estimates provided by HUD. Next Steps The adopted Consolidated Plan documents must be submitted to HUD no later than May 15, 2009 in order to receive funding beginning July 1, 2009. City staff is actively working on the draft Consolidated Plan documents. The application process for CDBG funding ran from February 11 — March 11. A summary of the applications received during that time period will be provided during a Shirtsleeve Session scheduled for March 24, 2009. FISCAL IMPACT: The Consolidated Plan documents are anticipated to be completed as a pre -award activity that will be reimbursed through the City's 2009110 CDBG administrative allocation from HUD. Up to 20 percent of the 2009110 CDBG allocation may be used for planning and administration. This requires that the City prepare a series of documents to adequately plan for the expenditure of the funds. The 2009-2014 Consolidated Plan describes the City's housing and community development needs over the next five years, and creates priorities for expending funds. The Citizen Participation Plan describes how the City will keep Lodi residents informed of matters relating to the CDBG funds. The 2009-2010 Action Plan describes the programs and activities proposed during the 2009-2010 program year with the anticipated CDBG funding of $743,500. During the program year that begins July 1, 2009, the City plans to fund public facilities improvements, infrastructure, public services, and program administration. The release of this notice is part of the City's activities to fulfill federal Consolidated Plan citizen participation requirements. The Action Plan must be available to the public and the City must provide reasonable access to documents. The Consolidated Plan, Citizen Participation Plan, and Action Plan will be available for public review at the Lodi City Hall, 221 West Pine Street. The Consolidated Plan documents will also be available for public review on the City's website at http://www.lodi.gov/community_development/Neighborhoods/CDBG. html. Copies of the documents will be made available upon request. The public review and comment period begins April 6, 2009 and will end May 6,2009.
