AGENDA TITLE: Award Contract for Armory Park and Softball
Complex Concession
MEETING DATE: February 19, 1992

RECOMMENDED ACTION: That the City Council adopt the attached resolu-
tion awarding the contract for operation of
concession stands at Armory Park and the Softball
Complex to Food and Fun Concessions of Stockton
for the period February 19. 1992 through December 31. 1995.
BACKGROUND INFORMATION: a January 15. 1992 the City Council authorized
the solicitation of proposals for operation of
the concession stands a t Armory Park and the
Softball Complex for the period February 19.
1992 through December 31, 1995. Proposals were received from four
vendors prior to the deadline. January 27. 1992: Food and Fun Concessions
of Stockton, Snack Attack of Stockton. Nor -Cal Carts of Stockton. and
Gloria's Catering of Lodi.
Proposals were evaluated on the basis of experience i n concession
operations. reputation, and percentage of gross receipts returned to the
City. Although Snack Attack and Nor -Cal Carts offered higher percentages
of return (28%and 30%, respectively), the experience and reputation
offered by Food and Fun Concesssions suggests that the best interests of
the City would be well -served even at the 25%rate of return proposed by
Food and Fun. (Gloria's Catering offered a 20%return).
Currently the concession operators at Spanos Center on the University of
Pacific carpus, Food and Fun Catering has shown the ability to provide
high-quality food and service in a professional manner while offering a
reasonable rate of return. For this reason. staff recommends that the
City Council award the contract to Food and Fun Catering for the
operation of concessions at Armory Park and the Softball Complex.

law and the order of this City Council, proposals were received and
publicly opened on January 27, 1992 at 11:00 am for the contract for
the operation of concession stands at Armory Park and Softball Complex
for the period February 19, 1992 through December 31, 1995, described
i n the Requests For Proposals approved by the City Council on January
15, 1992; and
UI-EREAS, proposals were received from the following four vendors
and have been compared, checked, and tabulated and a report thereof
filed with the City Manager:
Food and Fun Concessions of Stockton
Snack Attack of Stockton
Nor -Cal Carts of Stockton
Gloria's Catering of Lodi
V+EREAS� proposals were evaluated on the basis of experience in
concession operations, reputation. and percentage of gross receipts
returned to the City; and
WHEREAS, the City Manager recommends that award of the contract
for said concession operations be made to Food and Fun Concessions of
Stockton. for the proposal that appears to be in the best interests of
the City;
NOW,, THEREFORE, BE IT RESOLVED by the Lodi City Council that
award of contract for the operation of concession stands at Armory Park
and the Softball Complex be and the same is hereby awarded to Food and
Fun Concessions of Stockton. for the period February 19, 1992 through
December 31, 1995.
