HomeMy WebLinkAboutAgenda Report - February 18, 2009 K-03AGENDA ITEM ADA CITY OF LORI %W COUNCIL COMMUNICATION M AGENDA TITLE: Approve plans and specifications and authorize advertisement for bidsfor Phase I Demolition Work at the Grape Bowl, 221 Lawrence Avenue MEETING DATE: February 18,2009 PREPARED BY: Interim Parks and Recreation Director RECOMMENDED ACTION: That the City Council approve plans and specifications and authorize advertisement for bids for Phase I Demolition Work at the Grape Bowl, 221 Lawrence Avenue. BACKGROUND INFORMATION: The project is part of the Parks and Recreation Department2007/08 Community Development Block Grant program. The project's purpose is to remove barriers to access and provide some, although limited, improved functionality of the facilities. The initial steps of the Phase improvementsare the removal of facilities that lie in the way of improved handicapped accessibility and/or are obsolete. The work consist of abatement of asbestos material, demolition and removal of two restroom/concession stand structures, concrete flat work, concrete footings, wood pole light standards and other incidental and related work, all as shown on the plans and specifications. Plans and specifications are on file in the Parks and Recreation office. Timing of this work is critical because it is being paid with San Joaquin County discretionary funds. If the City does not commence construction/demolition by the first week of April, the City risks forfeiting the $325,000 in County funds dedicated to Grape Bowl repairs. Details regarding the construction projectswill be provided at a future Shirtsleeve Session. The Recreation Commission will be consulted to provide a recommendationto the City Council on which of the three alternatives should be pursued Project construction, which would improve the Grape Bowl's ability to serve disabled visitors, could begin in the summer of 2009. Those improvements are estimated to cost about $2 million. Project funding has not been identified. If the project is funded and begins in a timely fashion, it should be completed in time to allow high school football games to be played at the Grape Bowl in the upcoming season. FISCAL IMPACT There is no direct impact to the Parks and Recreation Department budget resulting from this project. San Joaquin County Discretionary Fundswill fund this demolition project in its entirety.
