RECOMMENDED ACTION: That the City Council adopt the attached resolution (see
Exhibit A) approving the Towne Ranch Reorganization, including
annexation to the City of Lodi and detachment from the
Yoodbridge Fire District, the Woodbridge Irrigation District,
the Ycodbridge Uater Users Conservation District, and the SJC Resource Conservation
Dlstrict with certain conditions.
BACKGROUND INFORMAT10%. On November 20, 1991 the CitCouncil adopted Resolution
No. 91-207 entitled, "A- Resolution of the Lodi City Council
for Application to the San Joaquin County Local Agency
Formation Commission in the Matter of the Proposed 'Towne
Ranch Addition' Including the Detachment of Certain Territory Within the Area
Proposed for Annexation to the City'of Lodi".
Following a public hearing regarding the matter held on
January 17, 1992 by
the
San
Joaquin County Local Agency Formation Commission, LAFCO
adopted Resolution
No.
845
approving the Towne Ranch Reorganization (LA►=CO 24-91)
Including Annexation
to
the
City of Lodi and Detachment from the Woodbridge Fire District, the Woodbridge
Irrigation District, the Yoodbridge Water Users Conservation District, and
the
SJC
Resource Conservation District with conditions:
A copy of LAFCO Resolutfon No. 845 is attached marked Exhibit B.
a) The Towne Ranch Addition encompasses two parcels. 150 East Turner Road (APN
02°430-01) and 398 East Turner Road (APN 029-030-42). It contains 81.29
acres and is located at the southwest corner of Turner Road and Lower
Sacramento Road.
Earlier the City Council adopted Ordinance No. 1529 which prezoned 150 East Turner
Road and 398 East Turner Road to R-2, Single -Family Residential as requested by
Baunbach and Piazza, Inc. on behalf of Bruce Towne. The prezoning was required by
the San Joaquin Local Agency Formation Commission and is the first step in the
annexation/reorganization process.

COUNTY RESOLUTION APPROVING TOWNE RANCH REORGANIZATION
(LAFC 24-91) Including Annexation To The City Of Lodi And

WHEREAS, the above entitled proposal was initiated by
resolution of the City of Lodi. and on December 5, 1991. the
Executive officer certifiedthe application filed for processing i n
accordance with the Local Government Reorganization Act: and,
WHEREAS, the Commission held a public hearing or the proposed
reorganization on anuary 17, 1,'42, in the Board of Supervisors
Chambers, County G.,ur•thouse, pursuant to nc:tice of hearing which
was published, posted and mailed i n accordance with State law: and,
WHEREAS. at said hearing the Conmission heard and received
evidence. both oral and documentary. submitted in favor of and in
opposition to the proposed reorganization and a I I persons present
were given and opportunity to he heard.
NOW THEREFORE, the Local Agency Formation Conmission of San
Joaquin County DOES HEREBY RESOLVE, DETERMINE, AND ORDER as
follows:
Section 1. The Negative Declaration adopted by the City of
Lodi. as lead agency, was reviewed and considered.
Section 2. The above entitled reorganization is approved
subject to the terms and conditions contained herein.
Section 3. The boundaries are hereby approved as submitted,
said boundariee being sat forth i n Exhibit A.
Section 4. The affected territory is uninhabited.
Section 5. The C it y of Lodi is designated as the conducting
authority and the C i t y Council is authorized to complete

proceedings for uninhabited reorganization, without notice and
hearing. i n accordance with Section 57002 (c) of the Government j
Code.
Section 6. The Executive Officer is hereby authorized and
directed to mail and file certified copies of this res^lution as
required by Section 56853 of the Government Code

ORDERING THE TOWNE RANCH REORGANIZATION (LAFC 24-91) WITHOUT
NOTICE AND HEARING, INCLUDING ANNEXATION TO THE CITY OF LOOI, AND
DETACHMENT FROM THE WOODBRIDGE FIRE DISTRICT, THE WOODBRIDGE IRRIGATION

IN THE MATTER OF THE TWN RANCH } RESOLUTION MAKING
REORGANIZATION (LAFC 24-91) INCLUDING } DETERMINATIONS AND
ANNEXATION.TO THE CITY OF LODI, AND ORDERING REORGANIZATION
DETACHHENT FROM THE WOODBRIDGE WITHOUT NOTICE AND
FIRE DISTRICT, THE WOODBRIDGE IRRIGATION ) HEARING
DISTRICT, THE WOODBRIDGE WATER USER }

RESOURCE CONSERVATION DISTRICT.
Section L RESOLVED, BY THE CITY COUNCIL OF THE CITY OF LODI that it
determines-:
a) Preliminary proceedings for the annexation of certain
described territory to the City of Lodi and detachment from the
Woodbridge Fire District, the Woodbridge Irrigation District, the
Woodbridge Water User Conservation District, and the SJC Resource
Conservation District were initiated by the filinr, of the City of
Lodi's Resolution No. 91-207 with the Local Agency Formation
Commission in the County of San Joaquin. proposing annexation of
approximately 81.29 acres of prnnerty, pursuant to the
requirements of the Local Government Reorganization Act.
b) Thereafter, appropriate proceedings were conducted by said
Local Agency Formation Commission, and said Conmission on January
17, 1992 adopted Rerolution 845 approving the proposed
annexation. subject to the terms and conditions set forth within
the subject resolution.
c) Resolution No. 845 of the Local Agency Formation Commission
approving the proposed annexation also authorized the City of
Lodi to complete proceedings for uninhabited reorganization
without notice and hearing as the designated conducting agency in
accordance with Section 57002(c) of the Government Code.
Section 2. BE IT FURTHER RESOLVED, BY THE LODI CITY COUNCIL:
a) That the proposal for annexation is ORDERED in accordance
with Section 57002(c) of the Government Code of the State
of California, to wit:
1. Towne Ranch (contfguous) annexatlon to the City of
Lodi .
2 Detachment of Towne Ranch from the Woodbridge Fire
District, the Woodbridge Irrigation District, the
Woodbridge Water User Conservation District, and
the SJC Resource Conservation District.
3. A description of said terrltory is attached hereto
(Exhibit A) and made a part hereof, as though set
out in full.

(LAFCO 24-91) without notice and hearing, including annexation to the
City of Lodi and detachment from the Woodbridge Fire District,
Woodbridge Irrigation District, Woodbridge Water Users Conservation
District. and the 5JC Resource Conservation District.
The City of Lodl issued and filed herewith, pursuant to your January
17, 1992 letter, a check in the amount of $350.00 payable to the State
Board of Equalization covering the filing fee.
Also, enclosed herewith please find. six certified copies of the

annexed. If the annexation map does not
show adjacent city streets, then a locater
map should also be provided. Also, when
the city and county are using different
block numbering systems for the same area,
they should be provided with both. Advise
principal uses in the area, and what
businesses exist now. giving names and
addresses, Do not run back to back, mark
"undeveloped" if street numbers are not in.
